The CIA -- a Terrorist Organization

Agency uses same tactics it claims to be fighting

05/14/07 "ICH" -- -- The United States Central Intelligence Agency (CIA) can be considered a terrorist organization according to both international and American definitions of terrorism.

Since September 2001, U.S. President George W. Bush announced that he would use all his resources to fight terrorist organizations and declared a war on terror, which he legally cannot do, since according to the United States Constitution only the Congress can declare war, and it must be declared on a specific source.

Terrorism is a general term used to describe violence or other harmful acts carried out for achieving political ends. Most definitions of terrorism include only those acts which are intended to create fear or "terror," are perpetrated for an ideological goal (as opposed to an attack by a "madman"), and deliberately target "non-combatants." According to the United States Federal Criminal Code, Chapter 113B of Part I of Title 18, terrorism is defined as

“activities that involve violent ... or life-threatening acts ... that are a violation of the criminal laws of the United States or of any State and ... appear to be intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and ... (C) occur primarily within the territorial jurisdiction of the United States ... [or] ... (C) occur primarily outside the territorial jurisdiction of the United States."

The U.S. Congress created the Central Intelligence Agency in 1947 with the passing of the National Security Act. The official duty of the Central Intelligence Agency is to serve as an intelligence gathering agency.

The headquarters of the Central Intelligence Agency is located in Langley, Virginia, and was designated as the "George Bush Center for Intelligence” by the Clinton Administration. Former President George Herbert Walker Bush was Director of Central Intelligence from Jan. 30 1976 to Jan. 20 1977.

In reality, the CIA does not only gather information but consistently targets and engages in covert operations, psychological operations, and acts of terrorism both domestically and internationally.

CIA past operations and activities
# Operation Phoenix was an assassination program conducted by the CIA during the Vietnam conflict. Its objective was to eliminate Vietnamese who might oppose the U.S but also to terrorize the entire population of South Vietnam and to suppress opposition to the occupying U.S. forces. Over 20,000 Vietnamese were murdered, often at random.

# During the 1980s the CIA used profits from its cocaine smuggling activities to finance the Contras in Nicaragua who were responsible for the murders of tens of thousands of civilians, and it attempted to disrupt the country's economy, in order to destabilize the legitimate Sandinista government. For this, the U.S. was condemned in the World Court for "unlawful use of force," and it rejected a U.N. security council resolution calling upon it to observe international law. We must note that George Bush Sr. was vice president at the time .

# On Sept. 11, 1973, the CIA planned and organized the military coup d'etat in Chile which overthrew the legitimately elected government of Salvador Allende and brought to power the regime of General Augusto Pinochet. This regime abducted, tortured and killed thousands of Chilean citizens in an attempt to suppress opposition.

# It appears that Henry Kissinger, National Security Advisor and Secretary of State in the Nixon and Ford administrations, was closely involved diplomatically with the Southern Cone governments at the time and well-aware of Operation Condor. The first cooperation agreements were signed between the CIA and anti-Castro groups, and fascist movements such as the Triple A set up in Argentina by Jose Lopez Rega ("personal secretary" of Juan and Isabel Peron), and Rodolfo Almiron. The post-junta truth commission found that the Argentine military had "disappeared" at least 10,000 Argentines in the so-called "dirty war" against "subversion" and "terrorists" between 1976 and 1983; human rights groups in Argentina put the number at closer to 30,000. We must note that George Bush Sr, was head of the CIA at the time it began and vice president at the time it ended.

# Operation CHAOS was the most vicious aggressive domestic surveillence operation conducted on American antiwar groups and activists like Abbie Hoffman, whose objectives were to:

1. Gather information on their immorality.
2. Show them as scurrilous and depraved.
3. Call attention to their habits and living conditions.
4. Explore every possible embarrassment.
5. Investigate personal conflicts or animosities between them.
6. Send articles to newspapers showing their depravity.
7. Use narcotics and free sex for entrapment.
8. Have members arrested on marijuana charges.
9. Exploit the hostilities between various persons.
10. Use cartoons and photographs to ridicule them.
11. Use disinformation to confuse and disrupt.
12. Get records of their bank accounts.
13. Obtain specimens of handwriting.
14. Provoke target groups into rivalries that resulted in deaths.

# The CIA was allegedly involved in the April 2002, Venezuela failed coup that tried to overthrow President Hugo Chavez, who was democratically elected.

# In 2002 the CIA distorted Iraq data to the media in order to justify George W. Bush's invasion of Iraq in 2003.

# Most recently, former CIA employee, Luis Posada Carriles, who is believed to be the mastermind behind the 1976 Cubana de Aviacion bombing which killed 73 people, walked free from a U.S. court Tuesday following a court ruling for his liberation.

These are only a handful of operations; there have literally been hundreds and many are still classified as secret by the U.S. government For a time-line checkout here.

It seems to me you cannot claim to fight terrorism or claim to be the beacon of democracy with an organization like the CIA in your ranks.

Americans can no longer claim ignorance of the horrors committed by the CIA. They can not allow this guise of “The War on Terror" to continue, since it was started by the CIA a terrorist organization which engages in unconstitutional and illegal behavior.

The United States Congress has the authority to dismantle the CIA just like it has the authority -- and more than enough evidence -- to impeach the Bush administration on war crimes, illegal wire tapping, and misappropriation of funds. But does it have the backbone or interest to do so?

An August, 1996, series in the San Jose Mercury News by reporter Gary Webb linked the origins of crack cocaine in California to the contras, a guerrilla force backed by the Reagan administration that attacked Nicaragua's Sandinista government during the 1980s. Webb's series, "The Dark Alliance," has been the subject of intense media debate, and has focused attention on a foreign policy drug scandal that leaves many questions unanswered.

This electronic briefing book is compiled from declassified documents obtained by the National Security Archive, including the notebooks kept by NSC aide and Iran-contra figure Oliver North, electronic mail messages written by high-ranking Reagan administration officials, memos detailing the contra war effort, and FBI and DEA reports. The documents demonstrate official knowledge of drug operations, and collaboration with and protection of known drug traffickers. Court and hearing transcripts are also included.

On March 6, 2001, The New York Times reported the existence of a recently declassified State Department document revealing that the United States facilitated communications among South American intelligence chiefs who were working together to eliminate left-wing opposition groups in their countries as part of a covert program known as Operation Condor.

The document, a 1978 cable from Robert E. White, the U.S. ambassador to Paraguay, was discovered by Professor J. Patrice McSherry of Long Island University, who has published several articles on Condor. She called the cable "another piece of increasingly weighty evidence suggesting that U.S. military and intelligence officials supported and collaborated with Condor as a secret partner or sponsor."

In the cable, Ambassador White relates a conversation with General Alejandro Fretes Davalos, chief of staff of Paraguay's armed forces, who told him that the South American intelligence chiefs involved in Condor "keep in touch with one another through a U.S. communications installation in the Panama Canal Zone which covers all of Latin America." This installation is "employed to co-ordinate intelligence information among the southern cone countries." White, whose message was sent to Secretary of State Cyrus Vance, is concerned that the U.S. connection to Condor might be revealed during the then ongoing investigation into the deaths of former Chilean foreign minister Orlando Letelier and his American colleague Ronni Moffitt who were killed by a car bomb in Washington, D.C. "It would seem advisable," he suggests, "to review this arrangement to insure that its continuation is in U.S. interest."

The document was found among 16,000 State, CIA, White House, Defense and Justice Department records released last November on the Pinochet dictatorship in Chile, and Washington’s role in the violent coup that brought his military regime to power. The release was the fourth and final "tranche" of records released under the Clinton Administration's special Chile Declassification Project.

"This document opens a pandora's box of questions on the U.S. knowledge of, and role in, Operation Condor," said Senior Analyst Peter Kornbluh, director of the National Security Archive's Chile Documentation Project.

The Archive published a second document - a page from a CIA cable regarding Brazil's role in Operation Condor - that Kornbluh said contained information that could shed light on this issue. The undated page refers to "CondorTel" - the "communications network established by the Condor countries." Kornbluh pointed out that the entire next line has been censored by the CIA.

The National Security Archive called on the U.S. Intelligence Community - NSA, CIA, DIA and other Defense Department bureaus at the U.S. Southern Command - to fully divulge their files on communications assistance to the military regimes in the southern cone.

In the only comprehensive assessment of Iraq's weapons of mass destruction released to the public before the war, the CIA exaggerated and distorted the evidence it had given Congress just days earlier, according to the Senate intelligence committee's report released last week.

The White Paper, released Oct. 4, 2002, and based on a classified assessment given to Congress, was the public's only look at the intelligence that policymakers used to decide whether Iraq posed enough of a threat to warrant immediate military action.

Yet the 28-page public document turned estimates into facts, left out or watered down the dissent within the government about key weapons programs, and exaggerated Iraq's ability to strike the United States, the investigation by the Senate Select Committee on Intelligence found.

The heavily redacted White Paper section of the Senate report amounts to a pointed critique of the CIA's willingness to present an unbiased and objective account of the Iraqi threat to the American public.

It also raises questions about the CIA's selective declassification of material, a critique that was made by last year's joint Sept. 11 congressional inquiry and by the subsequent independent Sept. 11 commission.

In one case cited in the Senate report, a "key judgment" in the public document asserted that Iraq could quickly produce and weaponize "lethal and incapacitating biological weapons agents," including anthrax bacteria, "for delivery by bombs, missiles, aerial sprayers, and covert operations, including potentially against the U.S. Homeland."

The statement, the report said, "conveyed a level of threat to the United States homeland inconsistent with the classified National Intelligence Estimate."

The classified version, the Senate report noted, asserted that Iraq would try such attacks "if Baghdad feared an attack that threatened the survival of the regime were imminent or unavoidable, or possibly for revenge," and that such attacks would be carried out by special Iraqi forces or intelligence operatives.

Three days after the public document was released, President Bush said in a major speech to the nation in Cincinnati: "Iraq could decide on any given day to provide a biological or chemical weapon to a terrorist group or individual terrorists. Alliance with terrorists could allow the Iraqi regime to attack America without leaving any fingerprints."

The following timeline describes just a few of the hundreds of atrocities and crimes committed by the CIA. (1)

CIA operations follow the same recurring script. First, American business interests abroad are threatened by a popular or democratically elected leader. The people support their leader because he intends to conduct land reform, strengthen unions, redistribute wealth, nationalize foreign-owned industry, and regulate business to protect workers, consumers and the environment. So, on behalf of American business, and often with their help, the CIA mobilizes the opposition. First it identifies right-wing groups within the country (usually the military), and offers them a deal: "We'll put you in power if you maintain a favorable business climate for us." The Agency then hires, trains and works with them to overthrow the existing government (usually a democracy). It uses every trick in the book: propaganda, stuffed ballot boxes, purchased elections, extortion, blackmail, sexual intrigue, false stories about opponents in the local media, infiltration and disruption of opposing political parties, kidnapping, beating, torture, intimidation, economic sabotage, death squads and even assassination. These efforts culminate in a military coup, which installs a right-wing dictator. The CIA trains the dictator’s security apparatus to crack down on the traditional enemies of big business, using interrogation, torture and murder. The victims are said to be "communists," but almost always they are just peasants, liberals, moderates, labor union leaders, political opponents and advocates of free speech and democracy. Widespread human rights abuses follow.

This scenario has been repeated so many times that the CIA actually teaches it in a special school, the notorious "School of the Americas." (It opened in Panama but later moved to Fort Benning, Georgia.) Critics have nicknamed it the "School of the Dictators" and "School of the Assassins." Here, the CIA trains Latin American military officers how to conduct coups, including the use of interrogation, torture and murder.

The Association for Responsible Dissent estimates that by 1987, 6 million people had died as a result of CIA covert operations. (2) Former State Department official William Blum correctly calls this an "American Holocaust."

The CIA justifies these actions as part of its war against communism. But most coups do not involve a communist threat. Unlucky nations are targeted for a wide variety of reasons: not only threats to American business interests abroad, but also liberal or even moderate social reforms, political instability, the unwillingness of a leader to carry out Washington’s dictates, and declarations of neutrality in the Cold War. Indeed, nothing has infuriated CIA Directors quite like a nation’s desire to stay out of the Cold War.

The ironic thing about all this intervention is that it frequently fails to achieve American objectives. Often the newly installed dictator grows comfortable with the security apparatus the CIA has built for him. He becomes an expert at running a police state. And because the dictator knows he cannot be overthrown, he becomes independent and defiant of Washington's will. The CIA then finds it cannot overthrow him, because the police and military are under the dictator's control, afraid to cooperate with American spies for fear of torture and execution. The only two options for the U.S at this point are impotence or war. Examples of this "boomerang effect" include the Shah of Iran, General Noriega and Saddam Hussein. The boomerang effect also explains why the CIA has proven highly successful at overthrowing democracies, but a wretched failure at overthrowing dictatorships.

The following timeline should confirm that the CIA as we know it should be abolished and replaced by a true information-gathering and analysis organization. The CIA cannot be reformed — it is institutionally and culturally corrupt.

1929

The culture we lost — Secretary of State Henry Stimson refuses to endorse a code-breaking operation, saying, "Gentlemen do not read each other’s mail."

1941

COI created — In preparation for World War II, President Roosevelt creates the Office of Coordinator of Information (COI). General William "Wild Bill" Donovan heads the new intelligence service.

1942

OSS created — Roosevelt restructures COI into something more suitable for covert action, the Office of Strategic Services (OSS). Donovan recruits so many of the nation’s rich and powerful that eventually people joke that "OSS" stands for "Oh, so social!" or "Oh, such snobs!"

1943

Italy — Donovan recruits the Catholic Church in Rome to be the center of Anglo-American spy operations in Fascist Italy. This would prove to be one of America’s most enduring intelligence alliances in the Cold War.

1945

OSS is abolished — The remaining American information agencies cease covert actions and return to harmless information gathering and analysis.

Operation PAPERCLIP – While other American agencies are hunting down Nazi war criminals for arrest, the U.S. intelligence community is smuggling them into America, unpunished, for their use against the Soviets. The most important of these is Reinhard Gehlen, Hitler’s master spy who had built up an intelligence network in the Soviet Union. With full U.S. blessing, he creates the "Gehlen Organization," a band of refugee Nazi spies who reactivate their networks in Russia. These include SS intelligence officers Alfred Six and Emil Augsburg (who massacred Jews in the Holocaust), Klaus Barbie (the "Butcher of Lyon"), Otto von Bolschwing (the Holocaust mastermind who worked with Eichmann) and SS Colonel Otto Skorzeny (a personal friend of Hitler’s). The Gehlen Organization supplies the U.S. with its only intelligence on the Soviet Union for the next ten years, serving as a bridge between the abolishment of the OSS and the creation of the CIA. However, much of the "intelligence" the former Nazis provide is bogus. Gehlen inflates Soviet military capabilities at a time when Russia is still rebuilding its devastated society, in order to inflate his own importance to the Americans (who might otherwise punish him). In 1948, Gehlen almost convinces the Americans that war is imminent, and the West should make a preemptive strike. In the 50s he produces a fictitious "missile gap." To make matters worse, the Russians have thoroughly penetrated the Gehlen Organization with double agents, undermining the very American security that Gehlen was supposed to protect.

1947

Greece — President Truman requests military aid to Greece to support right-wing forces fighting communist rebels. For the rest of the Cold War, Washington and the CIA will back notorious Greek leaders with deplorable human rights records.

CIA created — President Truman signs the National Security Act of 1947, creating the Central Intelligence Agency and National Security Council. The CIA is accountable to the president through the NSC — there is no democratic or congressional oversight. Its charter allows the CIA to "perform such other functions and duties… as the National Security Council may from time to time direct." This loophole opens the door to covert action and dirty tricks.

1948

Covert-action wing created — The CIA recreates a covert action wing, innocuously called the Office of Policy Coordination, led by Wall Street lawyer Frank Wisner. According to its secret charter, its responsibilities include "propaganda, economic warfare, preventive direct action, including sabotage, antisabotage, demolition and evacuation procedures; subversion against hostile states, including assistance to underground resistance groups, and support of indigenous anti-communist elements in threatened countries of the free world."

Italy — The CIA corrupts democratic elections in Italy, where Italian communists threaten to win the elections. The CIA buys votes, broadcasts propaganda, threatens and beats up opposition leaders, and infiltrates and disrupts their organizations. It works -- the communists are defeated.

1949

Radio Free Europe — The CIA creates its first major propaganda outlet, Radio Free Europe. Over the next several decades, its broadcasts are so blatantly false that for a time it is considered illegal to publish transcripts of them in the U.S.

Late 40s

Operation MOCKINGBIRD — The CIA begins recruiting American news organizations and journalists to become spies and disseminators of propaganda. The effort is headed by Frank Wisner, Allan Dulles, Richard Helms and Philip Graham. Graham is publisher of The Washington Post, which becomes a major CIA player. Eventually, the CIA’s media assets will include ABC, NBC, CBS, Time, Newsweek, Associated Press, United Press International, Reuters, Hearst Newspapers, Scripps-Howard, Copley News Service and more. By the CIA’s own admission, at least 25 organizations and 400 journalists will become CIA assets.

1953

Iran – CIA overthrows the democratically elected Mohammed Mossadegh in a military coup, after he threatened to nationalize British oil. The CIA replaces him with a dictator, the Shah of Iran, whose secret police, SAVAK, is as brutal as the Gestapo.

Operation MK-ULTRA — Inspired by North Korea’s brainwashing program, the CIA begins experiments on mind control. The most notorious part of this project involves giving LSD and other drugs to American subjects without their knowledge or against their will, causing several to commit suicide. However, the operation involves far more than this. Funded in part by the Rockefeller and Ford foundations, research includes propaganda, brainwashing, public relations, advertising, hypnosis, and other forms of suggestion.

1954

Guatemala — CIA overthrows the democratically elected Jacob Arbenz in a military coup. Arbenz has threatened to nationalize the Rockefeller-owned United Fruit Company, in which CIA Director Allen Dulles also owns stock. Arbenz is replaced with a series of right-wing dictators whose bloodthirsty policies will kill over 100,000 Guatemalans in the next 40 years.

1954-1958

North Vietnam — CIA officer Edward Lansdale spends four years trying to overthrow the communist government of North Vietnam, using all the usual dirty tricks. The CIA also attempts to legitimize a tyrannical puppet regime in South Vietnam, headed by Ngo Dinh Diem. These efforts fail to win the hearts and minds of the South Vietnamese because the Diem government is opposed to true democracy, land reform and poverty reduction measures. The CIA’s continuing failure results in escalating American intervention, culminating in the Vietnam War.

1956

Hungary — Radio Free Europe incites Hungary to revolt by broadcasting Khruschev’s Secret Speech, in which he denounced Stalin. It also hints that American aid will help the Hungarians fight. This aid fails to materialize as Hungarians launch a doomed armed revolt, which only invites a major Soviet invasion. The conflict kills 7,000 Soviets and 30,000 Hungarians.

1957-1973

Laos — The CIA carries out approximately one coup per year trying to nullify Laos’ democratic elections. The problem is the Pathet Lao, a leftist group with enough popular support to be a member of any coalition government. In the late 50s, the CIA even creates an "Armee Clandestine" of Asian mercenaries to attack the Pathet Lao. After the CIA’s army suffers numerous defeats, the U.S. starts bombing, dropping more bombs on Laos than all the U.S. bombs dropped in World War II. A quarter of all Laotians will eventually become refugees, many living in caves.

1959

Haiti — The U.S. military helps "Papa Doc" Duvalier become dictator of Haiti. He creates his own private police force, the "Tonton Macoutes," who terrorize the population with machetes. They will kill over 100,000 during the Duvalier family reign. The U.S. does not protest their dismal human rights record.

1961

The Bay of Pigs — The CIA sends 1,500 Cuban exiles to invade Castro’s Cuba. But "Operation Mongoose" fails, due to poor planning, security and backing. The planners had imagined that the invasion will spark a popular uprising against Castro -– which never happens. A promised American air strike also never occurs. This is the CIA’s first public setback, causing President Kennedy to fire CIA Director Allen Dulles.

Dominican Republic — The CIA assassinates Rafael Trujillo, a murderous dictator Washington has supported since 1930. Trujillo’s business interests have grown so large (about 60 percent of the economy) that they have begun competing with American business interests.

Ecuador — The CIA-backed military forces the democratically elected President Jose Velasco to resign. Vice President Carlos Arosemana replaces him; the CIA fills the now vacant vice presidency with its own man.

Congo (Zaire) — The CIA assassinates the democratically elected Patrice Lumumba. However, public support for Lumumba’s politics runs so high that the CIA cannot clearly install his opponents in power. Four years of political turmoil follow.

1963

Dominican Republic — The CIA overthrows the democratically elected Juan Bosch in a military coup. The CIA installs a repressive, right-wing junta.

Ecuador — A CIA-backed military coup overthrows President Arosemana, whose independent (not socialist) policies have become unacceptable to Washington. A military junta assumes command, cancels the 1964 elections, and begins abusing human rights.

1964

Brazil — A CIA-backed military coup overthrows the democratically elected government of Joao Goulart. The junta that replaces it will, in the next two decades, become one of the most bloodthirsty in history. General Castelo Branco will create Latin America’s first death squads, or bands of secret police who hunt down "communists" for torture, interrogation and murder. Often these "communists" are no more than Branco’s political opponents. Later it is revealed that the CIA trains the death squads.

1965

Indonesia — The CIA overthrows the democratically elected Sukarno with a military coup. The CIA has been trying to eliminate Sukarno since 1957, using everything from attempted assassination to sexual intrigue, for nothing more than his declaring neutrality in the Cold War. His successor, General Suharto, will massacre between 500,000 to 1 million civilians accused of being "communist." The CIA supplies the names of countless suspects.

Dominican Republic — A popular rebellion breaks out, promising to reinstall Juan Bosch as the country’s elected leader. The revolution is crushed when U.S. Marines land to uphold the military regime by force. The CIA directs everything behind the scenes.

Greece — With the CIA’s backing, the king removes George Papandreous as prime minister. Papandreous has failed to vigorously support U.S. interests in Greece.

Congo (Zaire) — A CIA-backed military coup installs Mobutu Sese Seko as dictator. The hated and repressive Mobutu exploits his desperately poor country for billions.

1966

The Ramparts Affair — The radical magazine Ramparts begins a series of unprecedented anti-CIA articles. Among their scoops: the CIA has paid the University of Michigan $25 million dollars to hire "professors" to train South Vietnamese students in covert police methods. MIT and other universities have received similar payments. Ramparts also reveals that the National Students’ Association is a CIA front. Students are sometimes recruited through blackmail and bribery, including draft deferments.

1967

Greece — A CIA-backed military coup overthrows the government two days before the elections. The favorite to win was George Papandreous, the liberal candidate. During the next six years, the "reign of the colonels" — backed by the CIA — will usher in the widespread use of torture and murder against political opponents. When a Greek ambassador objects to President Johnson about U.S. plans for Cypress, Johnson tells him: "Fuck your parliament and your constitution."

Operation PHEONIX — The CIA helps South Vietnamese agents identify and then murder alleged Viet Cong leaders operating in South Vietnamese villages. According to a 1971 congressional report, this operation killed about 20,000 "Viet Cong."

1968

Operation CHAOS — The CIA has been illegally spying on American citizens since 1959, but with Operation CHAOS, President Johnson dramatically boosts the effort. CIA agents go undercover as student radicals to spy on and disrupt campus organizations protesting the Vietnam War. They are searching for Russian instigators, which they never find. CHAOS will eventually spy on 7,000 individuals and 1,000 organizations.

Bolivia — A CIA-organized military operation captures legendary guerilla Che Guevara. The CIA wants to keep him alive for interrogation, but the Bolivian government executes him to prevent worldwide calls for clemency.

1969

Uruguay — The notorious CIA torturer Dan Mitrione arrives in Uruguay, a country torn with political strife. Whereas right-wing forces previously used torture only as a last resort, Mitrione convinces them to use it as a routine, widespread practice. "The precise pain, in the precise place, in the precise amount, for the desired effect," is his motto. The torture techniques he teaches to the death squads rival the Nazis’. He eventually becomes so feared that revolutionaries will kidnap and murder him a year later.

1970

Cambodia — The CIA overthrows Prince Sahounek, who is highly popular among Cambodians for keeping them out of the Vietnam War. He is replaced by CIA puppet Lon Nol, who immediately throws Cambodian troops into battle. This unpopular move strengthens once minor opposition parties like the Khmer Rouge, which achieves power in 1975 and massacres millions of its own people.

1971

Bolivia — After half a decade of CIA-inspired political turmoil, a CIA-backed military coup overthrows the leftist President Juan Torres. In the next two years, dictator Hugo Banzer will have over 2,000 political opponents arrested without trial, then tortured, raped and executed.

Haiti — "Papa Doc" Duvalier dies, leaving his 19-year old son "Baby Doc" Duvalier the dictator of Haiti. His son continues his bloody reign with full knowledge of the CIA.

1972

The Case-Zablocki Act — Congress passes an act requiring congressional review of executive agreements. In theory, this should make CIA operations more accountable. In fact, it is only marginally effective.

Cambodia — Congress votes to cut off CIA funds for its secret war in Cambodia.

Wagergate Break-in — President Nixon sends in a team of burglars to wiretap Democratic offices at Watergate. The team members have extensive CIA histories, including James McCord, E. Howard Hunt and five of the Cuban burglars. They work for the Committee to Reelect the President (CREEP), which does dirty work like disrupting Democratic campaigns and laundering Nixon’s illegal campaign contributions. CREEP’s activities are funded and organized by another CIA front, the Mullen Company.

1973

Chile — The CIA overthrows and assassinates Salvador Allende, Latin America’s first democratically elected socialist leader. The problems begin when Allende nationalizes American-owned firms in Chile. ITT offers the CIA $1 million for a coup (reportedly refused). The CIA replaces Allende with General Augusto Pinochet, who will torture and murder thousands of his own countrymen in a crackdown on labor leaders and the political left.

CIA begins internal investigations — William Colby, the Deputy Director for Operations, orders all CIA personnel to report any and all illegal activities they know about. This information is later reported to Congress.

Watergate Scandal — The CIA’s main collaborating newspaper in America, The Washington Post, reports Nixon’s crimes long before any other newspaper takes up the subject. The two reporters, Woodward and Bernstein, make almost no mention of the CIA’s many fingerprints all over the scandal. It is later revealed that Woodward was a Naval intelligence briefer to the White House, and knows many important intelligence figures, including General Alexander Haig. His main source, "Deep Throat," is probably one of those.

CIA Director Helms Fired — President Nixon fires CIA Director Richard Helms for failing to help cover up the Watergate scandal. Helms and Nixon have always disliked each other. The new CIA director is William Colby, who is relatively more open to CIA reform.

1974

CHAOS exposed — Pulitzer prize winning journalist Seymour Hersh publishes a story about Operation CHAOS, the domestic surveillance and infiltration of anti-war and civil rights groups in the U.S. The story sparks national outrage.

Angleton fired — Congress holds hearings on the illegal domestic spying efforts of James Jesus Angleton, the CIA’s chief of counterintelligence. His efforts included mail-opening campaigns and secret surveillance of war protesters. The hearings result in his dismissal from the CIA.

House clears CIA in Watergate — The House of Representatives clears the CIA of any complicity in Nixon’s Watergate break-in.

The Hughes Ryan Act — Congress passes an amendment requiring the president to report nonintelligence CIA operations to the relevant congressional committees in a timely fashion.

1975

Australia — The CIA helps topple the democratically elected, left-leaning government of Prime Minister Edward Whitlam. The CIA does this by giving an ultimatum to its Governor-General, John Kerr. Kerr, a longtime CIA collaborator, exercises his constitutional right to dissolve the Whitlam government. The Governor-General is a largely ceremonial position appointed by the Queen; the Prime Minister is democratically elected. The use of this archaic and never-used law stuns the nation.

Angola — Eager to demonstrate American military resolve after its defeat in Vietnam, Henry Kissinger launches a CIA-backed war in Angola. Contrary to Kissinger’s assertions, Angola is a country of little strategic importance and not seriously threatened by communism. The CIA backs the brutal leader of UNITAS, Jonas Savimbi. This polarizes Angolan politics and drives his opponents into the arms of Cuba and the Soviet Union for survival. Congress will cut off funds in 1976, but the CIA is able to run the war off the books until 1984, when funding is legalized again. This entirely pointless war kills over 300,000 Angolans.

"The CIA and the Cult of Intelligence" — Victor Marchetti and John Marks publish this whistle-blowing history of CIA crimes and abuses. Marchetti has spent 14 years in the CIA, eventually becoming an executive assistant to the Deputy Director of Intelligence. Marks has spent five years as an intelligence official in the State Department.

"Inside the Company" — Philip Agee publishes a diary of his life inside the CIA. Agee has worked in covert operations in Latin America during the 60s, and details the crimes in which he took part.

Congress investigates CIA wrong-doing — Public outrage compels Congress to hold hearings on CIA crimes. Senator Frank Church heads the Senate investigation ("The Church Committee"), and Representative Otis Pike heads the House investigation. (Despite a 98 percent incumbency reelection rate, both Church and Pike are defeated in the next elections.) The investigations lead to a number of reforms intended to increase the CIA’s accountability to Congress, including the creation of a standing Senate committee on intelligence. However, the reforms prove ineffective, as the Iran/Contra scandal will show. It turns out the CIA can control, deal with or sidestep Congress with ease.

The Rockefeller Commission — In an attempt to reduce the damage done by the Church Committee, President Ford creates the "Rockefeller Commission" to whitewash CIA history and propose toothless reforms. The commission’s namesake, Vice President Nelson Rockefeller, is himself a major CIA figure. Five of the commission’s eight members are also members of the Council on Foreign Relations, a CIA-dominated organization.

1979

Iran — The CIA fails to predict the fall of the Shah of Iran, a longtime CIA puppet, and the rise of Muslim fundamentalists who are furious at the CIA’s backing of SAVAK, the Shah’s bloodthirsty secret police. In revenge, the Muslims take 52 Americans hostage in the U.S. embassy in Tehran.

Afghanistan — The Soviets invade Afghanistan. The CIA immediately begins supplying arms to any faction willing to fight the occupying Soviets. Such indiscriminate arming means that when the Soviets leave Afghanistan, civil war will erupt. Also, fanatical Muslim extremists now possess state-of-the-art weaponry. One of these is Sheik Abdel Rahman, who will become involved in the World Trade Center bombing in New York.

El Salvador — An idealistic group of young military officers, repulsed by the massacre of the poor, overthrows the right-wing government. However, the U.S. compels the inexperienced officers to include many of the old guard in key positions in their new government. Soon, things are back to "normal" — the military government is repressing and killing poor civilian protesters. Many of the young military and civilian reformers, finding themselves powerless, resign in disgust.

Nicaragua — Anastasios Samoza II, the CIA-backed dictator, falls. The Marxist Sandinistas take over government, and they are initially popular because of their commitment to land and anti-poverty reform. Samoza had a murderous and hated personal army called the National Guard. Remnants of the Guard will become the Contras, who fight a CIA-backed guerilla war against the Sandinista government throughout the 1980s.

1980

El Salvador — The Archbishop of San Salvador, Oscar Romero, pleads with President Carter "Christian to Christian" to stop aiding the military government slaughtering his people. Carter refuses. Shortly afterwards, right-wing leader Roberto D’Aubuisson has Romero shot through the heart while saying Mass. The country soon dissolves into civil war, with the peasants in the hills fighting against the military government. The CIA and U.S. Armed Forces supply the government with overwhelming military and intelligence superiority. CIA-trained death squads roam the countryside, committing atrocities like that of El Mazote in 1982, where they massacre between 700 and 1000 men, women and children. By 1992, some 63,000 Salvadorans will be killed.

1981

Iran/Contra Begins — The CIA begins selling arms to Iran at high prices, using the profits to arm the Contras fighting the Sandinista government in Nicaragua. President Reagan vows that the Sandinistas will be "pressured" until "they say ‘uncle.’" The CIA’s Freedom Fighter’s Manual disbursed to the Contras includes instruction on economic sabotage, propaganda, extortion, bribery, blackmail, interrogation, torture, murder and political assassination.

1983

Honduras — The CIA gives Honduran military officers the Human Resource Exploitation Training Manual – 1983, which teaches how to torture people. Honduras’ notorious "Battalion 316" then uses these techniques, with the CIA’s full knowledge, on thousands of leftist dissidents. At least 184 are murdered.

1984

The Boland Amendment — The last of a series of Boland Amendments is passed. These amendments have reduced CIA aid to the Contras; the last one cuts it off completely. However, CIA Director William Casey is already prepared to "hand off" the operation to Colonel Oliver North, who illegally continues supplying the Contras through the CIA’s informal, secret, and self-financing network. This includes "humanitarian aid" donated by Adolph Coors and William Simon, and military aid funded by Iranian arms sales.

1986

Eugene Hasenfus — Nicaragua shoots down a C-123 transport plane carrying military supplies to the Contras. The lone survivor, Eugene Hasenfus, turns out to be a CIA employee, as are the two dead pilots. The airplane belongs to Southern Air Transport, a CIA front. The incident makes a mockery of President Reagan’s claims that the CIA is not illegally arming the Contras.

Iran/Contra Scandal — Although the details have long been known, the Iran/Contra scandal finally captures the media’s attention in 1986. Congress holds hearings, and several key figures (like Oliver North) lie under oath to protect the intelligence community. CIA Director William Casey dies of brain cancer before Congress can question him. All reforms enacted by Congress after the scandal are purely cosmetic.

Haiti — Rising popular revolt in Haiti means that "Baby Doc" Duvalier will remain "President for Life" only if he has a short one. The U.S., which hates instability in a puppet country, flies the despotic Duvalier to the South of France for a comfortable retirement. The CIA then rigs the upcoming elections in favor of another right-wing military strongman. However, violence keeps the country in political turmoil for another four years. The CIA tries to strengthen the military by creating the National Intelligence Service (SIN), which suppresses popular revolt through torture and assassination.

1989

Panama — The U.S. invades Panama to overthrow a dictator of its own making, General Manuel Noriega. Noriega has been on the CIA’s payroll since 1966, and has been transporting drugs with the CIA’s knowledge since 1972. By the late 80s, Noriega’s growing independence and intransigence have angered Washington… so out he goes.

1990

Haiti — Competing against 10 comparatively wealthy candidates, leftist priest Jean-Bertrand Aristide captures 68 percent of the vote. After only eight months in power, however, the CIA-backed military deposes him. More military dictators brutalize the country, as thousands of Haitian refugees escape the turmoil in barely seaworthy boats. As popular opinion calls for Aristide’s return, the CIA begins a disinformation campaign painting the courageous priest as mentally unstable.

1991

The Gulf War — The U.S. liberates Kuwait from Iraq. But Iraq’s dictator, Saddam Hussein, is another creature of the CIA. With U.S. encouragement, Hussein invaded Iran in 1980. During this costly eight-year war, the CIA built up Hussein’s forces with sophisticated arms, intelligence, training and financial backing. This cemented Hussein’s power at home, allowing him to crush the many internal rebellions that erupted from time to time, sometimes with poison gas. It also gave him all the military might he needed to conduct further adventurism — in Kuwait, for example.

The Fall of the Soviet Union — The CIA fails to predict this most important event of the Cold War. This suggests that it has been so busy undermining governments that it hasn’t been doing its primary job: gathering and analyzing information. The fall of the Soviet Union also robs the CIA of its reason for existence: fighting communism. This leads some to accuse the CIA of intentionally failing to predict the downfall of the Soviet Union. Curiously, the intelligence community’s budget is not significantly reduced after the demise of communism.

1992

Economic Espionage — In the years following the end of the Cold War, the CIA is increasingly used for economic espionage. This involves stealing the technological secrets of competing foreign companies and giving them to American ones. Given the CIA’s clear preference for dirty tricks over mere information gathering, the possibility of serious criminal behavior is very great indeed.

1993

Haiti — The chaos in Haiti grows so bad that President Clinton has no choice but to remove the Haitian military dictator, Raoul Cedras, on threat of U.S. invasion. The U.S. occupiers do not arrest Haiti’s military leaders for crimes against humanity, but instead ensure their safety and rich retirements. Aristide is returned to power only after being forced to accept an agenda favorable to the country’s ruling class.

EPILOGUE

In a speech before the CIA celebrating its 50th anniversary, President Clinton said: "By necessity, the American people will never know the full story of your courage."

Clinton’s is a common defense of the CIA: namely, the American people should stop criticizing the CIA because they don’t know what it really does. This, of course, is the heart of the problem in the first place. An agency that is above criticism is also above moral behavior and reform. Its secrecy and lack of accountability allows its corruption to grow unchecked.

Furthermore, Clinton’s statement is simply untrue. The history of the agency is growing painfully clear, especially with the declassification of historical CIA documents. We may not know the details of specific operations, but we do know, quite well, the general behavior of the CIA. These facts began emerging nearly two decades ago at an ever-quickening pace. Today we have a remarkably accurate and consistent picture, repeated in country after country, and verified from countless different directions.

The CIA’s response to this growing knowledge and criticism follows a typical historical pattern. (Indeed, there are remarkable parallels to the Medieval Church’s fight against the Scientific Revolution.) The first journalists and writers to reveal the CIA’s criminal behavior were harassed and censored if they were American writers, and tortured and murdered if they were foreigners. (See Philip Agee’s On the Run for an example of early harassment.) However, over the last two decades the tide of evidence has become overwhelming, and the CIA has found that it does not have enough fingers to plug every hole in the dike. This is especially true in the age of the Internet, where information flows freely among millions of people. Since censorship is impossible, the Agency must now defend itself with apologetics. Clinton’s "Americans will never know" defense is a prime example.

Another common apologetic is that "the world is filled with unsavory characters, and we must deal with them if we are to protect American interests at all." There are two things wrong with this. First, it ignores the fact that the CIA has regularly spurned alliances with defenders of democracy, free speech and human rights, preferring the company of military dictators and tyrants. The CIA had moral options available to them, but did not take them.

Second, this argument begs several questions. The first is: "Which American interests?" The CIA has courted right-wing dictators because they allow wealthy Americans to exploit the country’s cheap labor and resources. But poor and middle-class Americans pay the price whenever they fight the wars that stem from CIA actions, from Vietnam to the Gulf War to Panama. The second begged question is: "Why should American interests come at the expense of other peoples’ human rights?"

The CIA should be abolished, its leadership dismissed and its relevant members tried for crimes against humanity. Our intelligence community should be rebuilt from the ground up, with the goal of collecting and analyzing information. As for covert action, there are two moral options. The first one is to eliminate covert action completely. But this gives jitters to people worried about the Adolf Hitlers of the world. So a second option is that we can place covert action under extensive and true democratic oversight. For example, a bipartisan Congressional Committee of 40 members could review and veto all aspects of CIA operations upon a majority or super-majority vote. Which of these two options is best may be the subject of debate, but one thing is clear: like dictatorship, like monarchy, unaccountable covert operations should die like the dinosaurs they are.

Washington D.C.: The National Security Archive today hailed the release of more than 16,000 secret U.S. records on the Pinochet dictatorship in Chile, and Washington’s role in the violent overthrow of the Allende government and the advent of the military regime to power. The release, totaling over 50,000 pages of State Department, CIA, White House, Defense and Justice Department records, represents the fourth and final “tranche” of the Clinton Administration’s special Chile Declassification Project.

The declassification includes 700 controversial CIA documents that the Directorate of Operations had refused to release—records of U.S. covert operations between 1968 and 1975 to destabilize the democratically elected government of Salvador Allende and, after the violent 1973 coup, to bolster the military regime of Augusto Pinochet. The final release, originally scheduled for September 14, was delayed two months while the White House pressured the CIA to relinquish these documents. Some 800 other CIA intelligence records were also declassified.

Peter Kornbluh, senior analyst at the National Security Archive, the public interest research center that led the campaign to declassify U.S. documents on Chile, called the release a “victory for openness over the impunity of secrecy.” The documents, he said, “provide evidence for a verdict of history on U.S. intervention in Chile, as well as for potential courtroom verdicts against those who committed atrocities during the Pinochet dictatorship.”

The National Security Archive credited Clinton’s national security staff, particularly William Leary who coordinated the declassification project, as well as State Department officials with a strong commitment to using declassified U.S. documents to advance the cause of human rights abroad and the American public’s right-to-know at home.

The release includes dozens of records on the September 1976 assassination of former Chilean ambassador Orlando Letelier and his American associate, Ronni Karpen Moffitt that had been previously withheld by the Justice Department as possible evidence in an ongoing investigation of General Pinochet’s personal role in the most famous act of international terrorism ever committed in Washington D.C. Intelligence records that could directly implicate Pinochet remain classified. The majority of the 16,000 documents come from State Department files covering the years 1970 to 1990.

Terrorist action differs from military action in two respects: (1) In military action the target is military (or provides direct support to the military), not civilian; in military action the military forces of some organization, usually (but not necessarily) a state, target the military forces (and supporting infrastructure) of an opposing organization, usually a state. (2) In military action the aim is to destroy a particular military capability of the opposing side rather than to effect some political goal (though, of course, military action is usually conducted in support of some larger political strategy).

The distinction between terrorist and military action may not always be clear, for several reasons.

* The distinction between a military target and a civilian target may not be clear. (A police station may be a military target or a civilian target depending on what activities its occupants are engaged in.)
* The goal of a particular militant action may be partly military and partly political, and although these aims may usually be distinguished when the instigator is a state, using its military forces, they may become blurred when the instigator is a non-state entity such as a resistance group.
* The judgement as to what is terrorist activity and what is military activity may depend on who is making the judgement. This is usually the case when there is violent opposition by the inhabitants of some territory to the unwanted control or occupation of that territory by some external entity, usually a state (as in the West Bank, the Basque region, Kashmir, etc.). Militant groups among the population of the occupied territory may carry out attacks against both military and civilian targets of the occupying power, attempting to persuade the occupying power to cease its occupation and withdraw control. From the point of view of the occupying power such groups are composed of "terrorists", but from the point of view of the inhabitants of the occupied territory they are "freedom fighters" — militant groups engaged in armed conflict with an occupying enemy state (Israel, Spain, India, etc.). Thus arises the saying, "One man's terrorist is another man's freedom fighter." Actually, as Noam Chomsky has pointed out, the distinction is quite simple: If they do it, it's terrorism; if we do it then it's counter-terrorism (and so OK).

This is the excuse that Israel gives for its terrorism directed against the Palestinian people. When Palestinians detonate explosives strapped to their bodies in the streets of Tel Aviv filled with Israeli shoppers it is terrorism. When Israelis fire missiles from helicopter gunships into streets in Gaza filled with frightened Palestinians it is counter-terrorism. So if acts of reprisal against violence directed at civilians is "counter-terrorism" then acts of reprisal against those acts of reprisal is "counter-counter-terrorism". And if counter-terrorism is OK (a reply to acts of violence) then surely so is counter-counter-terrorism. The same excuse that the Israelis give for their terrorism could also be used to excuse the Palestinians.

That CIA was created just after the end of World War II (from an OSS riddled with Nazis) by an act of Congress (and Congress can eliminate it in the same way). Its official purpose is to function primarily as an intelligence-gathering organization (at least, that's what we are supposed to believe) but in fact it has always been something different from that.

The CIA is not now nor has it ever been a central intelligence agency. It is the covert action arm of the President's foreign policy advisers. In that capacity it overthrows or supports foreign governments while reporting "intelligence" justifying those activities. It shapes its intelligence, even in such critical areas as Soviet nuclear weapons capability, to support presidential policy. The CIA has been a terrorist organization from its beginnings, when it included a large number of former Nazis — former members of the Gestapo and the Nazi military intelligence (such as Reinhard Gehlen). Unlike smaller terrorist organizations such as ETA the CIA does not normally engage in terrorism by sending its employees to plant bombs, etc. Rather, it tends to act through intermediaries and agents, sometimes making use of U.S. military personnel.

That the CIA is a terrorist organization is clear from its record of terrorist activities (sometimes called "counterinsurgency" or "low intensity conflict"). Here are just a few examples:

* During the Vietnam war the CIA conducted Operation Phoenix, an assassination program. The goal was not only to eliminate those Vietnamese who might oppose the U.S. (which in practice meant most of the population of Vietnam) but also to terrorize the entire population of South Vietnam and to suppress opposition to the occupying U.S. forces. Over 20,000 Vietnamese were murdered, often at random.
* The CIA also recruited a mercenary army in Vietnam (financed by profits from the CIA's heroin smuggling), particularly from among the Hmong villagers, which was used to terrorize the civilian population and to prevent them from assisting the Viet Cong.
* The CIA organized and financed (with the profits from its cocaine smuggling) the activities of the Contras in Nicaragua, who murdered tens of thousands of civilians, and tried to disrupt the economy, in an attempt to destabilize the legitimate Sandinista government. (For this the U.S. was condemned in the World Court for engaging in international terrorism, and it rejected a U.N. security council resolution calling upon it to observe international law.)
* The CIA planned and organized the military coup d'etat in 1973 in Chile which overthrew the legitimately elected government of Salvador Allende (because he would not implement economic policies designed in Washington to favor American corporations doing business in Chile) and brought to power the regime of General Augusto Pinochet; this regime abducted, tortured and killed thousands of Chilean citizens in an attempt to suppress opposition.

* The CIA organized and supported the Turkish government's persecution of its Kurdish minority during the 1990s, resulting in tens of thousands of deaths and millions of refuges; the aim being the suppression of Kurdish culture and the elimination of Kurdish demands for a separate state.

* The September 11th attacks on the World Trade Center and the Pentagon are widely regarded as terrorist acts. There is evidence of CIA involvement. See Michael Ruppert's Suppressed Details of Criminal Insider Trading Lead Directly into the CIA's Highest Ranks.

Further examples could very easily be given (and may be found documented in the many books, magazine articles and web pages about the CIA). It's not that the CIA is a rogue organization, out of control. The CIA implements the policies of the President of the United States. The CIA carries out unofficial U.S. government policy. That the CIA is a terrorist organization implies that the United States is a terrorist state. Considering the millions of deaths that the U.S. has caused and the enormous suffering that its international policies produce, its hypocrisy in condemning other countries as "terrorist states" would be ludicrous if it were not so tragic.

Ray McGovern, former CIA Analyst during the Regan and Bush 41 regimes, joined Alex Jones on his daily radio show Monday 17th October as part of a round table discussion of issues surrounding the Iraq war and the "war on terror".

McGovern launched straight into the War in Iraq and suggested that over the last few months there has been a "sea change" in public opinion, and now over two thirds of Americans, according to major opinion polls, are against the war and can now see through the Neo-con Propaganda that so clouded their judgment in the lead up to the war.

McGovern went on to comment that there has built up an ignorant attitude amongst more well to do Americans that the troops dying everyday are expendable. There has been a shut down in the minds of people who cannot place themselves in the shoes of the families who's sons and fathers and brothers are being needlessly slaughtered for a corrupt elite agenda.

FTW, October 9, 2001 — Although uniformly ignored by the mainstream U.S. media, there is abundant and clear evidence that a number of transactions in financial markets indicated specific (criminal) foreknowledge of the September 11 attacks on the World Trade Center and the Pentagon. In the case of at least one of these trades — which has left a $2.5 million prize unclaimed — the firm used to place the "put options" on United Airlines stock was, until 1998, managed by the man who is now in the number three Executive Director position at the Central Intelligence Agency. Until 1997 A.B. "Buzzy" Krongard had been Chairman of the investment bank A.B. Brown. A.B. Brown was acquired by Banker’s Trust in 1997. Krongard then became, as part of the merger, Vice Chairman of Banker’s Trust-AB Brown, one of 20 major U.S. banks named by Senator Carl Levin this year as being connected to money laundering. Krongard’s last position at Banker’s Trust (BT) was to oversee "private client relations." In this capacity he had direct hands-on relations with some of the wealthiest people in the world in a kind of specialized banking operation that has been identified by the U.S. Senate and other investigators as being closely connected to the laundering of drug money.

Krongard joined the CIA in 1998 as counsel to CIA Director George Tenet. He was promoted to CIA Executive Director by President Bush in March of this year. BT was acquired by Deutsche Bank in 1999. The combined firm is the single largest bank in Europe. And, as we shall see, Deutsche Bank played several key roles in events connected to the September 11 attacks.

The Scope of Known Insider Trading

Before looking further into these relationships it is necessary to look at the insider trading information that is being ignored by Reuters, The New York Times and other mass media. It is well documented that the CIA has long monitored such trades — in real time — as potential warnings of terrorist attacks and other economic moves contrary to U.S. interests. Previous stories in FTW have specifically highlighted the use of Promis software to monitor such trades.

It is necessary to understand only two key financial terms to understand the significance of these trades, "selling short" and "put options".

"Selling Short" is the borrowing of stock, selling it at current market prices, but not being required to actually produce the stock for some time. If the stock falls precipitously after the short contract is entered, the seller can then fulfill the contract by buying the stock after the price has fallen and complete the contract at the pre-crash price. These contracts often have a window of as long as four months.

"Put Options," are contracts giving the buyer the option to sell stocks at a later date. Purchased at nominal prices of, for example, $1.00 per share, they are sold in blocks of 100 shares. If exercised, they give the holder the option of selling selected stocks at a future date at a price set when the contract is issued. Thus, for an investment of $10,000 it might be possible to tie up 10,000 shares of United or American Airlines at $100 per share, and the seller of the option is then obligated to buy them if the option is executed. If the stock has fallen to $50 when the contract matures, the holder of the option can purchase the shares for $50 and immediately sell them for $100 — regardless of where the market then stands. A call option is the reverse of a put option, which is, in effect, a derivatives bet that the stock price will go up.

A September 21 story by the Israeli Herzliyya International Policy Institute for Counterterrorism, entitled "Black Tuesday: The World’s Largest Insider Trading Scam?" documented the following trades connected to the September 11 attacks:

* Between September 6 and 7, the Chicago Board Options Exchange saw purchases of 4,744 put options on United Airlines, but only 396 call options... Assuming that 4,000 of the options were bought by people with advance knowledge of the imminent attacks, these "insiders" would have profited by almost $5 million.
* On September 10, 4,516 put options on American Airlines were bought on the Chicago exchange, compared to only 748 calls. Again, there was no news at that point to justify this imbalance... Again, assuming that 4,000 of these options trades represent "insiders," they would represent a gain of about $4 million.
[FTW note: The levels of put options purchased above were more than six times higher than normal.]
* No similar trading in other airlines occurred on the Chicago exchange in the days immediately preceding Black Tuesday.
* Morgan Stanley Dean Witter & Co., which occupied 22 floors of the World Trade Center, saw 2,157 of its October $45 put options bought in the three trading days before Black Tuesday; this compares to an average of 27 contracts per day before September 6. Morgan Stanley’s share price fell from $48.90 to $42.50 in the aftermath of the attacks. Assuming that 2,000 of these options contracts were bought based upon knowledge of the approaching attacks, their purchasers could have profited by at least $1.2 million.
* Merrill Lynch & Co., with headquarters near the Twin Towers, saw 12,215 October $45 put options bought in the four trading days before the attacks; the previous average volume in those shares had been 252 contracts per day [a 1200% increase!]. When trading resumed, Merrill’s shares fell from $46.88 to $41.50; assuming that 11,000 option contracts were bought by "insiders," their profit would have been about $5.5 million.
* European regulators are examining trades in Germany’s Munich Re, Switzerland’s Swiss Re, and AXA of France, all major reinsurers with exposure to the Black Tuesday disaster.
[FTW note: AXA also owns more than 25% of American Airlines stock making the attacks a "double whammy" for them.]

On September 29, 2001 — in a vital story that has gone unnoticed by the major media — the San Francisco Chronicle reported, "Investors have yet to collect more than $2.5 million in profits they made trading options in the stock of United Airlines before the Sept. 11, terrorist attacks, according to a source familiar with the trades and market data.

"The uncollected money raises suspicions that the investors — whose identities and nationalities have not been made public — had advance knowledge of the strikes." They don’t dare show up now. The suspension of trading for four days after the attacks made it impossible to cash-out quickly and claim the prize before investigators started looking.

"... October series options for UAL Corp. were purchased in highly unusual volumes three trading days before the terrorist attacks for a total outlay of $2,070; investors bought the option contracts, each representing 100 shares, for 90 cents each. [This represents 230,000 shares.] Those options are now selling at more than $12 each. There are still 2,313 so-called "put" options outstanding [valued at $2.77 million and representing 231,300 shares] according to the Options Clearinghouse Corp."

"...The source familiar with the United trades identified Deutsche Bank Alex. Brown, the American investment banking arm of German giant Deutsche Bank, as the investment bank used to purchase at least some of these options..." This was the operation managed by Krongard until as recently as 1998.

As reported in other news stories, Deutsche Bank was also the hub of insider trading activity connected to Munich Re just before the attacks.

CIA, the Banks and the Brokers

Understanding the interrelationships between CIA and the banking and brokerage world is critical to grasping the already frightening implications of the above revelations. Let’s look at the history of CIA, Wall Street and the big banks by looking at some of the key players in CIA’s history.

Clark Clifford — The National Security Act of 1947 was written by Clark Clifford, a Democratic Party powerhouse, former Secretary of Defense, and one-time advisor to President Harry Truman. In the 1980s, as Chairman of First American Bancshares, Clifford was instrumental in getting the corrupt CIA drug bank BCCI a license to operate on American shores. His profession: Wall Street lawyer and banker.

John Foster and Allen Dulles — These two brothers "designed" the CIA for Clifford. Both were active in intelligence operations during WW II. Allen Dulles was the U.S. Ambassador to Switzerland where he met frequently with Nazi leaders and looked after U.S. investments in Germany. John Foster went on to become Secretary of State under Dwight Eisenhower and Allen went on to serve as CIA Director under Eisenhower and was later fired by JFK. Their professions: partners in the most powerful — to this day — Wall Street law firm of Sullivan, Cromwell.

Bill Casey — Ronald Reagan’s CIA Director and OSS veteran who served as chief wrangler during the Iran-Contra years was, under President Richard Nixon, Chairman of the Securities and Exchange Commission. His profession: Wall Street lawyer and stockbroker.

David Doherty — The current Vice President of the New York Stock Exchange for enforcement is the retired General Counsel of the Central Intelligence Agency.

George Herbert Walker Bush — President from 1989 to January 1993, also served as CIA Director for 13 months from 1976-77. He is now a paid consultant to the Carlyle Group, the 11th largest defense contractor in the nation, which also shares joint investments with the bin Laden family.

A.B. "Buzzy" Krongard — The current Executive Director of the Central Intelligence Agency is the former Chairman of the investment bank A.B. Brown and former Vice Chairman of Banker’s Trust.

John Deutch - This retired CIA Director from the Clinton Administration currently sits on the board at Citigroup, the nation’s second largest bank, which has been repeatedly and overtly involved in the documented laundering of drug money. This includes Citigroup’s 2001 purchase of a Mexican bank known to launder drug money, Banamex.

Nora Slatkin — This retired CIA Executive Director also sits on Citibank’s board.

Maurice "Hank" Greenburg — The CEO of AIG insurance, manager of the third largest capital investment pool in the world, was floated as a possible CIA Director in 1995. FTW exposed Greenberg’s and AIG’s long connection to CIA drug trafficking and covert operations in a two-part series that was interrupted just prior to the attacks of September 11. AIG’s stock has bounced back remarkably well since the attacks.

One wonders how much damning evidence is necessary to respond to what is now irrefutable proof that CIA knew about the attacks and did not stop them. Whatever our government is doing, whatever the CIA is doing, it is clearly NOT in the interests of the American people, especially those who died on September 11.

Note added 2007-11-18: It turns out that during 2007 (and how much earlier?) A.B. "Buzzy" Krongard was "an adviser to Blackwater Worldwide" (see here), which has been in the news recently due to its employees murdering Iraqi civilians. And in addition his brother is Inspector General at the U.S. State Department (see here). Well, well — small world.

This is an extract from an interview with Noam Chomsky on the Canadian Broadcasting Corporation program Hot Type with Evan Solomon, April 16, 2002, as edited by Sunil Sharma and published July 28, 2002, in Dissident Voice as "Noam Chomsky on the Middle East and the US War on Terrorism".

Chomsky: On October 12th [2001], a couple of days after the bombing [of Afghanistan] started, [George W.] Bush publicly announced to the Afghan people that we will continue to bomb you, unless your leadership turns over to us the people whom we suspect of carrying out crimes, although we refuse to give you any evidence. That's probably because they don't have any. And we dismiss without comment the offers of your leadership for negotiations about extradition.

Notice that is a textbook illustration of international terrorism, by the US official definition. That is the use of the threat of force or violence, in this case extreme violence, to obtain political ends through intimidation, fear and so on. That's the official definition, a textbook illustration of it.

Three weeks later, by the end of October, the war aims had changed. They were first announced as far as I can find out, by the British Defense Minister, Sir Admiral Boyce. Admiral Boyce informed the Afghan population that we will continue to bomb you until you change your leadership. Well, that's an even more dramatic illustration of international terrorism, if not aggression. And that was the goal that was followed. This had nothing to do with finding the criminals and bringing them to justice.

ES: You say one of the great hypocrisies here is that the United States, as you say, is a leading terrorist state.

Chomsky: Well, these two examples illustrate it. And these are minor ones. You know there are much more serious ones than this.

ES: The question that arises is if the United States is a leading terrorist state, if as you say, Britain is another example of a terrorist state, how do you distinguish between what you describe as terrorism and what they are saying — Osama Bin Laden who's a terrorist? Make the distinction.

Chomsky: It's very simple. If they do it, it's terrorism. If we do it, it's counter-terrorism. That's a historical universal. Go back to Nazi propaganda. The most extreme mass murderers ever. If you look at Nazi propaganda, that's exactly what they said. They said they're defending the populations and the legitimate governments of Europe like Vichy from the terrorist partisans who are directed from London. That's the basic propaganda line. And like all propaganda, no matter how vulgar, it has an element of truth. The partisans did carry out terror, they were directed from London. The Vichy government is about as legitimate as half the governments the US has installed around the world and supports, so yes, there was a minor element of truth to it, and that's the way it works. If somebody else carries it out, it's terror. If we carry it out, it's counter-terror. I think perhaps one of the most dramatic examples right at this moment is a place where I just was a couple of weeks ago, southeastern Turkey. Southeastern Turkey is the site of some of the worst terrorist atrocities of the 1990s.

ES: This is the attacks on the Kurds.

Chomsky: The attacks on the Kurds created a couple of million refugees. It left much of the countryside devastated. Tens of thousands of people killed. It was every imaginable barbaric form of torture you can dream of. It's all well documented in Human Rights Watch reports and so on. How did they do it? Well, they did it with a huge flow of U.S. arms, which peaked in 1997. In that one year, the arms transfers to Turkey from the United States were higher than the entire Cold War period. You know up until the counter-insurgency started. But look at the way it's treated. This massive international terrorism run and supported by the United States is considered a great triumph of counter-terrorism.

If you read the State Department reports on terror they praise Turkey for its success in showing how to counter terror. You read a front page article in the New York Times and it praises Turkey for showing how to deal with terror. Turkey was selected as the country to provide the forces for what they call the international force for Afghanistan. Actually it's for Kabul alone. It's Turkey that's being paid by the United States extensively to carry out the repression of terror, thanks to their achievements in countering terror — namely by carrying out some of the worst terror of the 1990s. Massive ethnic cleansing and atrocities with U.S. support. Now you know this is a real achievement of the intellectual culture to be able to do this. But it illustrates very well the answer to your question. Terror and counter-terror. If some enemy state did this, we'd be not just outraged, we'd be bombing them.

ES: Is Bush justified in calling Bin Laden a terrorist when, as you say, he's running a terrorist state himself?

Chomsky: Yeah, I agree that he should call him a terrorist.

ES: But you say even Jonathan Swift would be baffled at the irony of that?

Chomsky: To say that Bin Laden is a terrorist, a murderous terrorist is certainly correct, but what about Clinton [and Bush]? I just described one of his [Clinton's] minor escapades in Turkey [and Bush's terrorism in Afghanistan]. This example is particularly striking, not only because of the massive atrocities, but because of the way it's treated, and because remember this was at the same time when there was an orgy of self-congratulation among Western intellectuals because of their magnificence in opposing terrorism by bombing Serbia because of what Milosevic had done in Kosovo.

This column stands foursquare with the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, when he warns that there will be more terrorist attacks against the American people and civilization at large. We know, as does the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, that this statement is an incontrovertible fact, a matter of scientific certainty. And how can we and the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, be so sure that there will be more terrorist attacks against the American people and civilization at large?

Because these attacks will be instigated at the order of the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense.

This astonishing admission was buried deep in a story which was itself submerged by mounds of gray newsprint and glossy underwear ads in last Sunday's Los Angeles Times. There--in an article by military analyst William Arkin, detailing the vast expansion of the secret armies being massed by the former Nixon bureaucrat now lording it over the Pentagon--came the revelation of Rumsfeld's plan to create "a super-Intelligence Support Activity" that will "bring together CIA and military covert action, information warfare, intelligence, and cover and deception."

According to a classified document prepared for Rumsfeld by his Defense Science Board, the new organization--the "Proactive, Preemptive Operations Group (P2OG)"--will carry out secret missions designed to "stimulate reactions" among terrorist groups, provoking them into committing violent acts which would then expose them to "counterattack" by U.S. forces.

In other words--and let's say this plainly, clearly and soberly, so that no one can mistake the intention of Rumsfeld's plan--the United States government is planning to use "cover and deception" and secret military operations to provoke murderous terrorist attacks on innocent people. Let's say it again: Donald Rumsfeld, Dick Cheney, George W. Bush and the other members of the unelected regime in Washington plan to deliberately foment the murder of innocent people--your family, your friends, your lovers, you--in order to further their geopolitical ambitions.

For P2OG is not designed solely to flush out terrorists and bring them to justice--a laudable goal in itself, although the Rumsfeld way of combating terrorism by causing it is pure moral lunacy. (Or should we use the Regime's own preferred terminology and just call it "evil"?) No, it seems the Pee-Twos have bigger fish to fry. Once they have sparked terrorists into action--by killing their family members? luring them with loot? fueling them with drugs? plying them with jihad propaganda? messing with their mamas? or with agents provocateurs, perhaps, who infiltrate groups then plan and direct the attacks themselves?--they can then take measures against the "states/sub-state actors accountable" for "harboring" the Rumsfeld-roused gangs. What kind of measures exactly? Well, the classified Pentagon program puts it this way: "Their sovereignty will be at risk."

The Pee-Twos will thus come in handy whenever the Regime hankers to add a little oil-laden real estate or a new military base to the Empire's burgeoning portfolio. Just find a nest of violent malcontents, stir 'em with a stick, and presto: instant "justification" for whatever level of intervention/conquest/rapine you might desire. And what if the territory you fancy doesn't actually harbor any convenient marauders to use for fun and profit? Well, surely a God-like "super-Intelligence Support Activity" is capable of creation ex nihilo, yes?

The Rumsfeld-Bush plan to employ murder and terrorism for political, financial and ideological gain does have historical roots (besides al Qaeda, the Stern Gang, the SA, the SS, the KGB, the IRA, the UDF, Eta, Hamas, Shining Path and countless other upholders of Bushian morality, decency and freedom). We refer of course to Operations Northwoods, oft mentioned in these pages: the plan that America's top military brass presented to President John Kennedy in 1963, calling for a phony terrorist campaign--complete with bombings, hijackings, plane crashes and dead Americans--to provide "justification" for an invasion of Cuba, the Mafia/Corporate fiefdom which had recently been lost to Castro.

Kennedy rejected the plan, and was killed a few months later. Now Rumsfeld has resurrected Northwoods, but on a far grander scale, with resources at his disposal undreamed of by those brass of yore, with no counterbalancing global rival to restrain him--and with an ignorant, corrupt president who has shown himself all too eager to embrace any means whatsoever that will augment the wealth and power of his own narrow, undemocratic, elitist clique.

There is prestuplyeniye here, transgression, a stepping-over--deliberately, with open eyes, with forethought, planning, and conscious will--of lines that should never be crossed. Acting in deadly symbiosis with rage-maddened killers, God-crazed ranters and those supreme "sub-state actors," the mafias, Bush and his cohorts are plunging the world into an abyss, an endless night of black ops, retribution, blowback, deceit, of murder and terror--wholesale, retail, state-sponsored, privatized; of fear and degradation, servility, chaos, and the perversion of all that's best in us, of all that we've won from the bestiality of our primal nature, all that we've raised above the mindless ravening urges and impulses still boiling in the mud of our monkey brains.

It's not a fight for freedom; it's a retreat into darkness.

And the day will be a long time coming.

The Bush administration has appointed the US Permanent Representative to the United Nations John D. Negroponte to take on the the position of US ambassador to Iraq. Negroponte is slated to take on the position, when the coalition authority, headed by L. Paul Bremer, formally relinquishes control on June 30th.

Viewed as a "seasoned career" diplomat, the nomination of Negroponte is presented by the US media as "a bridge to the international community".

He is expected to "smooth the way for a U.N. resolution that would boost the new Iraqi government's legitimacy. The U.N. already is helping to lay the groundwork for the election expected in January, 2005, and is likely to oversee it." (Business Week, April 26, 2004)

His mandate, however, is not assume the usual diplomatic functions of an Ambassador in a foreign country.

What is envisaged is not an "embassy" but a full-fledged occupation government, whose primary mandate will be to impose US military rule and curb the resistance movement.

In the absence of a real Iraqi government, to whom will he present his credentials as ambassador?

Negroponte's "embassy" in Baghdad will, according to press reports, constitute the largest US "embassy staff" in the world with some 3000 employees, including up to 1,000 Americans.

In Washington, there is discussion as to whether the "embassy" should be under the jurisdiction of the State Department (which normally oversees US diplomatic missions in foreign countries) or the Pentagon. In practice, the embassy staff, including CIA and military attachés will be in permanent liaison with the Pentagon, the US military high command in Iraq and the CIA

Who is John Negroponte

What is the background of John D. Negroponte and why is he being sent to Iraq?

John Negroponte served as US ambassador to Honduras from 1981 to 1985. As Ambassador in Tegucigalpa, he played a key role in supporting and supervising the Nicaraguan Contra mercenaries who were based in Honduras. The cross border Contra attacks into Nicaragua claimed some 50 000 civilian lives.

During the same period, Negroponte was instrumental in setting up the Honduran military death squads, "operating with Washington support's, [they] assassinated hundreds of opponents of the US-backed regime." "Under the rule of General Gustavo Alvarez Martnez, Honduras's military government was both a close ally of the Reagan administration and was "disappearing" dozens of political opponents in classic death squad fashion.

In a 1982 letter to The Economist, Negroponte wrote that it was "simply untrue to state that death squads have made their appearance in Honduras." The Country Report on Human Rights Practices that his embassy sent to the Senate Foreign Relations Committee took the same line, insisting that there were "no political prisoners in Honduras" and that the "Honduran government neither condones nor knowingly permits killings of a political or nonpolitical nature."

Yet according to a four-part series in the Baltimore Sun in 1995, in 1982 alone the Honduran press ran 318 stories of murders and kidnappings by the Honduran military. The Sun described the activities of a secret CIA-trained Honduran army unit, Battalion 316, that used "shock and suffocation devices in interrogations. Prisoners often were kept naked and, when no longer useful, killed and buried in unmarked graves."

On August 27, 1997, CIA Inspector General Frederick P. Hitz released a 211-page classified report entitled "Selected Issues Relating to CIA Activities in Honduras in the 1980's." This report was partly declassified on Oct. 22, 1998, in response to demands by the Honduran human rights ombudsman. In a cruel irony, the Bush administration has appointed a bona fide "terrorist" to wage its "war on terrorism" in Iraq.

In the words of Human Rights Watch's executive director Kenneth Roth: "There are serious unanswered questions about his complicity with the atrocities in Honduras and the war in Nicaragua."

But "atrocities" are part of the Bush Administration's agenda in Iraq. Negroponte is "the man for the job". He has as the required skills from his stint in organizing death squadrons in Honduras.

The hidden agenda is to replicate in Iraq, the Central American death squadrons of which Negroponte was one of the main architects.

Negroponte is not being nominated for his diplomatic skills. His mandate does not consist in "peace-keeping" or "peace-making" in liaison with the UN, nor is it concerned with post-war "reconstruction".

His background is CIA. His nomination responds in a very direct way to the current situation, with a mounting resistance movement, which is challenging US military presence throughout Iraq. In other words, his mandate is to mount an effective counterinsurgency, using both overt a covert operations.

According to The Los Angeles Times, "he could begin to reverse occupation head L. Paul Bremer III's foolish decision to dissolve the entire Iraqi army. He could follow the recommendation of U.S. generals to allow some former members of Saddam Hussein's Baath Party to occupy government jobs. As in postwar Germany and Japan, such ex-party members are usually the ones who have experience in running a government." (Los Angeles Times, 22 April 2004).

While the Administration's policy with regard to the Baathist party remains ambiguous, what is being envisaged is the recruitment of loyal collaborators. Under this scenario, part of the repressive apparatus (of course under US supervision to ensure "good governance") could be handed back to officials of the former Baathist police and intelligence apparatus.

Acting on behalf of the CIA and the Pentagon, Negroponte's mandate is to quell the insurgency by creating a reign of terror. It should come as no surprise that "on the day he was appointed to Iraq, Honduras decided to bring its troops in Iraq home." (Financial Times, April 21, 2004)

What form will the Iraqi death squadrons take under Negroponte's mandate?

In all likelihood, a new wave of covert civilian killings and targeted assassinations will be unleashed, to weed out civilian support for the insurgency. In this task, the "embassy" will attempt to enlist the support of officials of the former Baathist regime.

We must do as they do in other criminal cases, look at who had the most to gain from the assassination of Prime Minister Harriri. The Lebanese had a lot to lose, as did the Syrians (he was close to Bashir Al Assad, the leader of Syria), as did the other Arab countries in the region who saw him as a strong leader and a stabilizing force in Lebanese politics. On the other hand, Israel has wanted chaos in Lebanon, as has Bush, and both countries have been agitating to get Hezbollah outlawed and both Bush and Israel have wanted the Lebanese to oust Syria. In both cases, the Lebanese government has said, “NO,” that Hezbollah is a respected part of Lebanese life and that Syria is there to protect Lebanon from Israeli aggression.

No matter where else you look, no one else had anything to gain except Israel and the U.S. because this death could cause some possible upset in Lebanese politics and life.

Most Middle East experts in the Arab and Muslim worlds believe Israeli hands were at work in the killing of former Prime Minister of Lebanon, Rafik Harriri.
Bush quickly pointed the finger at Syria, as did Israel, which was tantamount to convicting themselves because they are the only two countries that would gain by creating unrest in Lebanon. President Lahoud and Hezbollah, who represent two of the important factions of the Lebanese government both condemned the bombing and their own experts said the blast had all the earmarks of the bombing that was carried out by Israel against former Palestinian leaders in Beirut in the past.

The Bush cabal and Israel want Syria out of Lebanon, but the majority of Lebanese realize the Syrian presence is an aid to their country that helps stop the Israelis from once invading Lebanon (as Israel did in the 1980s, then stayed on in the south to occupy part of Lebanon until the Hezbollah ousted them by military force). Also, by killing Harriri, the Israelis and American can both claim that the area is more unstable and needs more American style “democracy” and occupation. Harriri was a giant among progressive Arab and Muslim leaders, and though he made money in Saudi Arabia and was friendly to the government, his attitude in Lebanon was very progressive and he made sure the church and state were kept separate in Lebanese political decisions.

Harriri was a man beloved by all sides, even his former political foes. They saw him as a man who had helped to bring Lebanon back from the chaos that Israel had caused with their falangist allies in the invasion of the 1980s. One must also remember that the man who wanted Lebanon destroyed, and who led the attack that destroyed all of Beirut was none other than the present prime minister of Israel, Ariel Sharon. Sharon has set up a special group of dark ops in Israel who are allowed to kill anyone who may be a threat to Israel in any land in the world—clearly a violation of International Law. Of course, Sharon, like Bush, has decided that International Law does not govern Israel’s or America’s selfish ambitions in the world.

Harriri’s killing, like so many of those in Iraq, is the work of either the Israeli dark ops or American mercenaries who have been hired out to kill people who are progressive in the Arab and Muslim worlds. That is why in Lebanon today, people know that it was not some dissident “Islamist group” (that no one has heard of, nor does anyone believe actually exists) who allegedly took credit for the deed, and in Iraq, where the religious leaders among the Sunni and Shi’a are telling their people not to revenge themselves on one another, because they know the killings are professional jobs being done by people from outside Iraq, namely, Israel and America. The parallels are evident to experts, but these experts will not be allowed on American media. But, Professor Rime Allaf, of the Royal Institute in England is correct, this was the work of an intelligence agency—and we damn well know who the only two would be—because they are the only two to gain by this deed, Israel or Bush and his neo-con minions (who are devoted to Israel's dominance of the region).

Remember, as I stated earlier, in criminal acts, one must always look to who has the most to gain—in this case, it was clearly the Bush team and Israel. And, as Rime Allaf said, this was the work of “an intelligence agency.”

It’s time these killings in Iraq, in Lebanon, and even the assassination of the Prime Minister of Georgia, a foe of American oil pipelines, be stopped, and that the world set up an investigation team to look into these matters because they create more chaos and misery for the world.

Follow the money....

The requirement of an ever-escalating level of social violence to meet the political and economic needs of the insatiable "anti-terrorist complex" is the essence of the new US militarism.

What is now openly billed as "permanent war" ultimately serves the geo-political ends of social control in the interests of US corporate domination, much as the anti-communist crusade of the now-exhausted Cold War did.

Back in 2002, following the trauma of 9-11, Secretary of Defense Donald H. Rumsfeld predicted there would be more terrorist attacks against the American people and civilization at large. How could he be so sure of that? Perhaps because these attacks would be instigated on the order of the Honorable Mr. Rumsfeld. According to Los Angeles Times military analyst William Arkin, writing Oct. 27, 2002, Rumsfeld set out to create a secret army, "a super-Intelligence Support Activity" network that would "bring together CIA and military covert action, information warfare, intelligence, and cover and deception," to stir the pot of spiraling global violence.

According to a classified document prepared for Rumsfeld by his Defense Science Board, the new organization--the "Proactive, Preemptive Operations Group (P2OG)"--would actually carry out secret missions designed to provoke terrorist groups into committing violent acts. The P2OG, a 100-member, so-called "counter-terrorist" organization with a $100-million-a-year budget, would ostensibly target "terrorist leaders," but according to P2OG documents procured by Arkin, would in fact carry out missions designed to "stimulate reactions" among "terrorist groups"--which, according to the Defense Secretary's logic, would subsequently expose them to "counter-attack" by the good guys. In other words, the plan is to execute secret military operations (assassinations, sabotage, "deception") which would intentionally result in terrorist attacks on innocent people, including Americans--essentially, to "combat terrorism" by causing it!

This notion is currently being applied to the problem of the Iraqi "insurgency," it seems. According to a May 1, 2005 report by Peter Maass in the New York Times Magazine, two of the top US advisers to Iraqi paramilitary commandos fighting the insurgents are veterans of US counterinsurgency operations in Latin America. Loaning credence to recent media speculation about the "Salvadorization" of Iraq, the report notes that one adviser currently in Iraq is James Steele, who led a team of 55 US Army Special Forces advisers in El Salvador in the 1980s. Maass writes that these advisors "trained front-line battalions that were accused of significant human rights abuses."

The current senior US adviser at the Iraqi Interior Ministry, which Maass writes "has operational control over the commandos," is former top US Drug Enforcement Administration (DEA) official Steve Casteel, who worked "alongside local forces" in the US-sponsored "Drug War" in Bolivia, Peru and Colombia, "where he was involved in the hunt for Pablo Escobar, the head of the Medellin cocaine cartel."

The US "drug war" in Latin America also serves as a cover for ongoing counterinsurgency, employing terrorist methods to achieve two aims: one, actually combating genuine insurgency; two, the ratcheting up of a "strategy of tension," heightened social violence designed to induce fear among the citizenry and the subsequent call for greater "security."

This was the essence, for example, of Operation Gladio, a decades-long covert campaign of provocateur-style terrorism and deceit. The ostensible purpose of Gladio, officially launched as a covert NATO program in 1952, was to establish a clandestine network of "stay-behind" teams which would organize armed resistance and sabotage in the event of a Soviet invasion of Western Europe. But the network actually took a far more proactive role. Directed by US/NATO intelligence services of the West against their own populations, Operation Gladio led to possibly hundreds of innocent people being killed or maimed in "terrorist" attacks which were then blamed on "leftist subversives" or other political opponents. The most notorious such attack was the 1980 bombing of the train station at Bologna, which left 85 dead. Initially blamed on left-wing radicals, the blast was revealed upon investigation to be the work of an ultra-right network linked to the Italy's Gladio team; four Italian neo-fascists were eventually convicted of the crime.

The purpose was again twofold: to demonize designated enemies (the "communists") and to frighten the public into supporting ever-increasing powers for the national security state. It appears the Pentagon has been implementing Gladio-style operations for quite some time--possibly including 9-11. A stretch? Maybe not.

Witness the US Joint Chiefs discussion of "Operation Northwoods" back in 1962, a plan to blow up U.S. "assets"--including U.S. citizens--in order to justify an invasion of Cuba. Later, US Army Field Manual 30-31B, entitled "Stability Operations Intelligence - Special Fields," dated March 18, 1970 and signed by Gen. William C Westmoreland, promoted terrorist attacks (and the planting of false evidence) in public places which were then to be blamed on "communists" and "socialists." It called for the execution of terrorist attacks throughout Western Europe, carried out through a network of covert US/NATO armies, in order to convince European governments of "the communist threat."

What is striking is that during this period the primary source for US government info on the Russian "threat" was coming from the Gehlen Organization, Hitlers eastern front intelligence apparatus, which in the aftermath of World War II had cut a deal with the CIA's Allen Dulles and worked out of Fort Hunt, just outside Washington DC, before being relocated back to Munich. Headed up by super-spy Nazi General Reinhard Gehlen, the Org's "special operations" expertise was heeded, financed and well-protected by U.S. tax dollars well into the 1970's. Could the Gehlen Org have had an influence in the production of FM 30-31B?

According to FM 30-31B,

"there may be times when Host Country Governments show passivity or indecision in the face of communist subversion and according to the interpretation of the US secret services do not react with sufficient effectiveness. Most often such situations come about when the revolutionaries temporarily renounce the use of force and thus hope to gain an advantage, as the leaders of the host country wrongly consider the situation to be secure. US army intelligence must have the means of launching special operations which will convince Host Country Governments and public opinion of the reality of the insurgent danger."


The U.S. Army now claims the document was a Russian forgery. Journalist Allan Francovich in his BBC documentation on Gladio and US/NATO "special operations" terrorism, asked Ray Cline, CIA deputy director from 1962 to 1966, if he believed FM 30-31B was for real and he replied: "Well, I suspect it is an authentic document. I don't doubt it. I never saw it but it's the kind of special forces military operations that are described," to be implemented at the discretion of the president and Defense Department on the "appropriate occasion."

It could be that in Iraq--and elsewhere around the world--the "appropriate occasion" has arrived. Bush's war on terrorism could be the ultimate manifestation of the provocateur state; carrying out of clandestine "executive actions" and "special operations" directed against populations, including our own, who are truly ignorant of the real "enemy" in the face of the ever-present manufactured one, traumatized by strategic terror designed to engender fear and acquiescence to further "security measures"--thereby enriching the military, police agencies, and munitions and nuclear business enterprises.

When on the morning of 17 June 1982, the body of Roberto Calvi was found hanging beneath London's Blackfriars bridge, it was to speed a process that prised open a series of events spanning four decades. The circumstances of Calvi's death led knowledgeable observers to darkly whisper of a Masonic ritual slaying. With his hands tied behind his back and a brick thrust into his coat pocket, Calvi had been strangled, apparently by the rope that had been noosed around his neck. Moreover, the location itself was believed to be symbolic. Blackfriars bridge sits astride the border that connects the Masonically named "Square Mile" of the City of London to the rest of the Capital city.

The initial inquest into his death returned a verdict of suicide. Appealing against what they believed to be prejudice on the part of the Coroner - and suspicious of the Masonic affiliations of the City police - Calvi's family called for a second, more thorough inquest, which belatedly returned an open verdict. Meanwhile, Banco Ambrosiano, Calvi's massive, privately-owned bank, collapsed on the news of his death, revealing a huge "black hole" in the balance sheet amounting to $1.3 billion. A large proportion of the missing money was later located in accounts owned by the Vatican bank. The connections that unfolded in the wake of the Calvi "affair" were to link Masons with Mafiosi, Monks with Murder and Spies with wanted Nazi war criminals.

World War Two had barely ground to a final halt when, in 1947, Allied strategists set about planning for World War Three. Even as British and US intelligence officials scoured Europe seeking to apprehend Nazi's wanted on war crimes charges, other more secretive US and British intelligence units were actively engaged in helping those same Nazi's to escape.

The means of escape were the Vatican run "Ratlines." Operated with the knowledge and blessing of highly placed US and British government officials, the Ratlines guided 30,000 wanted Nazi's to sanctuary. Safe haven locations included the US, Britain, Canada, Australia, New Zealand and the favourite bolt hole of them all: South America.

Those who reached safety in this manner read like a "Who's Who" of the most wanted Nazi war criminals. Klaus Barbie, the cruel Gestapo officer known as the "Butcher of Lyons;" Franz Stangl, Commandant of the notorious Treblinka extermination camp; Gustav Wagner Commandant of Sorbibor extermination camp; Alois Brunner, a brutal official in the Jewish deportation programme. Of the most famous to escape along the ratlines were Adolf Eichmann, the chief architect of the "Holoucast" and Dr Joseph Mengele, the "White Angel" of Auschwitz concentration camp. Not least was Deputy Fuhrer Martin Bormann. Incredibly, an entire Waffen SS division - the notorious "Galician Division" - consisting of 8000 men were smuggled to England and given "free settler" status.

Secretly granted immunity these and thousands of other battle hardened Nazi soldiers were to form the fighting nucleus of a top secret Allied contingency group conceived by the first Director of the CIA, Allen Dulles. Loosely known as operation "Stay Behind," the idea was to build a Europe wide secret network of anti communist guerrillas who would fight behind the lines in the event of a Soviet invasion. The plan was later codified under the umbrella of the Clandestine Co-ordinating Committee of the Supreme Headquarters Allied Powers Europe (SHAPE), the military arm of NATO.

US planners worried over the growing influence of Italy's large and popular communist party, established Operation "Gladio" in 1956. The name derived from the short sword used by Roman legionnaires 2000 years earlier, and was almost certainly drawn from the crest of SHAPE which features two swords arranged in an "A" shape. The Gladio network was operated by the secret services and initially funded by the US Central Intelligence Agency. 622 people were recruited and trained by US and British specialists in Sardinia. It is believed that up to 15,000 members were ultimately recruited to the Gladio network.

By 1972, with the prospect of a Soviet invasion receding, a decision was taken to "make a pre-emptive attack" on the Italian communist party - who had polled 27% in that year's election - and who would go on to increase their vote to 35% just four years later. There immediately followed a series of bomb outrages signalling the beginning of a "strategy of tension," designed to shift Italian politics sharply to the right. In April 1972 a Fascist bomb attack killed three carabinieri. In November 1973, an Argo 16 aircraft was destroyed in a mid-air explosion.

But if the Gladio network was the armed force, the secret Masonic lodge "Propaganda Due" (P2) was the Elitist "shadow government" tasked with directing them. Adhering to a right wing ideology bordering on fascism, P2 was headed by Licio Gelli - known as the "Puppet-master." During the war Gelli had been a member of Mussolini's notorious "Black shirts," and later acted as liaison officer to the Hermann Goering SS division. By 1974 P2 had in excess of 1000 members comprising a "who's who" of Italian political, military and economic power. Members included four Cabinet ministers, three intelligence chiefs, 160 senior military officers, 48 MPs, the Army Chief of Staff, as well as top diplomats, bankers, industrialists and media publishers.

It was also during 1974 that Gelli met secretly with Alexander Haig. Formerly, the NATO Supreme Commander, Haig had meanwhile become President Nixon's White House Chief of Staff. The secret meeting was held in the US Embassy in Rome. Receiving the blessing of Henry Kissinger, the US National Security Adviser, Gelli left the meeting with a promise of continued financial support for the Gladio network and it's plan for the "internal subversion." of Italian political life. As welcome as this was, Gelli required additional funds to support P2 and operation Gladio.

He turned to P2 member Roberto Calvi, Chairman of Banco Ambrosiano - the largest non-state owned bank in Italy. Calvi began to illegally siphon money from his bank, using the Vatican bank - the Istituto per de Religione (IOR) to launder it. Almost certainly, Gelli had a hold over Calvi. Earlier, in 1967, the former head of the Italian Secret Service had joined P2 and brought with him 150,000 sensitive dossiers that had been compiled on highly placed individuals of Italian society.

Whether as a result of blackmail or political ideology, Calvi continued to funnel a vast amount of funds to Gelli and P2, bankrupting his bank in the process. Meanwhile, other events were to occur that shocked not only Italy but the entire world. In early 1978, Prime Minister Aldo Moro was kidnapped and later assassinated by the so called "Red brigades" - a revolutionary pro Soviet group. Evidence now exists that shows Moro's murder was orchestrated by P2, and that both the "Red" and "Black" brigades were heavily penetrated by US intelligence - who are credited with "running" them.

Four years earlier, in 1974, Moro - then Foreign Minister - visited the US. Aware of the popular, democratic support the Italian Communist Party (PCI) was receiving from Italian voters, Moro wished to reach an accommodation with the PCI, and offer their leaders Cabinet rank in a new centrist ruling party. His Washington visit did not go well. During a meeting with then Secretary of State, Henry Kissinger, Moro was told that such a move was viewed in the US as "profoundly dangerous and mistaken." A later meeting with an unnamed intelligence official left Moro fearful for his life. The official told Moro he must abandon any idea to incorporate the communists ".or you will pay dearly for it." The official continued by warning Moro that "groups on the fringes of the official secret services might be brought into operation" if he didn't modify his position. It was a clear reference to P2 and the Gladio network. Moro cut short his visit and returned home in fear of his life, his wife later revealed.

Within months of Moro's assassination, the world awoke to hear the glad news that Albino Luciani had been elected Pope, taking the title Pope John Paul I. Revered as an honest, gentle and insightful man, Luciani's election caused anguish in many areas of the Vatican curia. Not least, Bishop Paul Marcinkus, the American head of the Vatican bank, felt his days were numbered. Marcinkus' removal from office would open a hornet's nest of financial sleaze. Via the Vatican bank, Marcinkus had engaged in a vast amount of financial skulduggery. In addition to his financial shenanigans with Banco Ambrosiano, the IOR was also using known Mafia figures to invest some of its vast wealth. Not least, Luciani was viewed by some on the far right of Italian politics to be soft on communism; his father being a committed Socialist and having once stood for political office.

Taken as a whole it was more than enough. Thirty three days after his election, the "Smiling Pope," as he was popularly known, was found dead. Replaced by Karol Wojtyla, who took the title of John Paul II, Bishop Marcinkus was not only reprieved but became a close confidant of the new Polish pope. Under the new, safer regime, Marcinkus went on to provide large sums to the Polish ship-workers union, Solidarity - which is largely credited with bringing an end to communism in Poland. Clearly, staunch anti communism was to be a continuing feature of Vatican life, as it had been under Luciani's predecessor, Pope Paul VI - who as the young Monsignor Giovanni Montini, the Under Secretary of State since 1937 - was heavily involved in the post war Ratlines.

In an additional "twist" it was revealed in 1992, by Mafia defector Francesco Mannino Mannoia, that Roberto Calvi had been strangled by Francesco Di Carlo, the Mafia's London based Heroin traffic manager. The order for the murder came from Pippo Calo, the Mafia treasurer and ambassador to Rome. Desperate to plug an increasingly large hole in his banks books, Calvi had agreed to launder large quantities of drugs money for the Corleone Mafia empire. Instead of laundering Mafia money, Calvi began skimming the profits to keep his bank afloat.

Faced with certain discovery and even more certain consequences, Calvi rushed to London to negotiate a loan from Opus Dei - a highly secretive and fabulously wealthy Catholic faction described by one authority as "sinister, secretive and Orwellian." A highly credible and knowledgeable source told this writer that Calvi met with the Treasurer of Opus Dei who had agreed to purchase a minority stake in Calvi's Banco Ambrosiano. The deal, had it proceeded would have provided the essential funds needed to repay the Mafia, and stave-off an imminent investigation into his affairs by Italy's Central bank.

Opus Dei - which translates as "God's work," had long sought to take effective control of the Vatican. Their cause had been advanced by the sudden death of Pope John Paul I and the election of a keen supporter: Pope John Paul II. With Machiavellian insight, senior figures of Opus Dei reasoned that with Calvi dead the collapse of Banco Ambrosiano would surely follow. This, in turn, would shake loose powerful enemies inside the Curia, opening the way for them to gain total dominance of the Vatican. Consequently, Roberto Calvi was thrown to the Wolves.

According to critics, Opus Dei is aggressively right wing in its teachings, and operates a form of thought control. Disciples undergo bouts of agonising self inflicted torture, allegedly designed to clarify thought and cleanse the spirit. They are also taught to avoid natural human feelings, being admonished instead to have a "reticent and guarded heart." Likewise, disciples are not permitted to read certain books, including those authored by communist ideologist Karl Marx.

Detractors believe it a religious faction that shares numerous values similar to the neo-nazi's that people the Masonic P2 lodge. Until recently - and for hundreds of years previously - any member of the Catholic church who was found to be a Freemason was automatically ex-communicated. Despite this many members of the Curia were discovered to be covert members of P2. Subsequently, in 1983, a new Canon Law announced that this would cease. Thereafter, any member of the Roman Church was free to become a Freemason.

Following the Calvi affair, the Vatican sought to diminish increasingly poor publicity by establishing a commission of enquiry. One of the so called "Four Wise Men" who sat on this enquiry was Dr Herman Abs, a senior German banker. During the war years Abs headed Deutsche Bank and was one of the principal financiers of Adolf Hitler. He also sat on the board of I G Farben, the massive Nazi conglomerate that used slave labour until they dropped. Farben also manufactured Zyklon B - the poisonous gas used with such devastating effect in the extermination camps. Arrested for war crimes at the end of WW11, Abs was quietly released following the intervention of the Bank of England.

WASHINGTON — A senior CIA counter-terrorism official has defied orders to stop publicly criticizing the U.S. government's response to Al Qaeda, complaining that no one has been held accountable for failures that helped lead to the Sept. 11 attacks and warning that uncorrected management problems continue to put Americans at risk.

Michael Scheuer, a 22-year veteran of the CIA and former chief of the unit that tracked Osama bin Laden, acknowledged in an interview that he might be putting his job in jeopardy, particularly by discussing details of a September letter in which he cited 10 examples of agency failures to aggressively pursue Bin Laden or otherwise halt the growth of Al Qaeda.

Scheuer decided over the weekend to speak out, he said, because his concerns were being ignored by his superiors at the CIA and by the Sept. 11 commission.

"I'm proud to work [at the CIA], and they can say what they want about me, but I have no intention of leaving," Scheuer said. "They may force me to leave, they may fire me. But it's the best place to work that I know of. I'm proud to be an intelligence officer, and I want to stay one."

A U.S. intelligence official confirmed Monday that the CIA was reviewing the matter for possible disciplinary action.

"Mike Scheuer is not authorized to speak on behalf of the Central Intelligence Agency," the official said. "There are procedures to follow for employee contacts with the press, and he has not followed those procedures."

In July, Scheuer anonymously wrote a best-selling book, "Imperial Hubris: Why the West Is Losing the War on Terror," in which he faulted the way the U.S. was combating terrorism. The CIA soon ordered Scheuer to stop criticizing the agency during public appearances to promote the book.

But he continued working as a senior intelligence service official at the CIA's counter-terrorism center, a measure of the respect he receives at the agency.

One whistle-blower expert said that Scheuer's decision to publicly defy the CIA was unprecedented.

"I've never seen someone at that level come forward in the way that he has. It just doesn't happen," said Kris Kolesnik, executive director of the National Whistleblower Center.

Scheuer has made some of the charges before, both in the book and in interviews. But his Sept. 8 letter to the House and Senate intelligence committees goes into much greater detail about alleged shortcomings within the agency and the government at large.

In a version of the letter obtained by The Times, Scheuer identified himself as a "senior, serving CIA officer" and told the committee members that his memo discussed issues "which ought to be factored into your decisions" when passing intelligence reform legislation. Scheuer said that he had written the letter in May but that the CIA had refused to approve its publication.

In the letter, Scheuer alleged that the CIA's Bin Laden unit had acquired detailed information in 1996 about "the careful, professional manner in which Al Qaeda was seeking to acquire nuclear weapons." Those findings were suppressed within the CIA, and only disseminated after protest forced an internal review.

Scheuer also told panel members that the unit repeatedly was rebuffed in seeking special operations troops to plan moves against Bin Laden, was denied requests for verbatim transcripts of National Security Agency intelligence and was briefly disbanded in spring 1998.

He also told them that CIA officers gave the government "about 10" opportunities to capture or kill Bin Laden and that the main U.S.-based Bin Laden unit had fewer experienced Al Qaeda experts today than it had on Sept. 11, 2001.

In the interview, Scheuer said CIA officials "seem to take a special pride in not finding anybody culpable and not pointing fingers, and I just think it's a mistake. I think there is some responsibility and it lies at senior levels. And I think that's why they are having a hard time doing it."

"I think if they could find a [lower-level CIA employee] to hang, they would do that in a minute," Scheuer said of the agency.

Scheuer also criticized the Sept. 11 commission for "not naming names" when issuing its 567-page report last summer and calling for an overhaul of U.S. intelligence and counter-terrorism operations.

Portions of his September letter surfaced over the weekend on the Atlantic Monthly website. The New York Times also published an article Monday based on his comments.

Scheuer, who was interviewed by the Sept. 11 panel for at least 15 hours, said he chose to publicize the 10 examples of agency failures and leave out "dozens of others" to protect classified data. But all of the incidents, he said, undercut a central premise of the commission's report, in which it blamed the attacks largely on the government's budgetary, structural or organizational problems.

Instead, Scheuer said, key pre-Sept. 11 intelligence failings were caused by bad decisions and other mistakes by identifiable individuals, in some cases "unelected, unaccountable officials who made an art of outlasting their elected superiors."

Such decisions by senior intelligence officials — "not legal 'walls,' organizational structure, or inadequate budgets — have been at the core of our failure against Bin Laden," Scheuer wrote in his letter. "None of these panels, to my knowledge, have yet focused on the reality that, while the 11 September attacks probably were unstoppable, it was decisions by human beings — featuring arrogance, bad judgment, disdain for expertise and bureaucratic cowardice — that made sure the intelligence community did not operate optimally to defend America."

Scheuer told the Los Angeles Times that "all the issues raised in my letter, the 10 issues, came directly to the attention of [former CIA Director George J. Tenet], the deputy director of operations [James L. Pavitt], senior members of the NSA and the FBI."

Tenet and Pavitt left the CIA in recent months and were unavailable for comment.

“It was a sad, bitter day, desolate for the Cuban people and all of us—the victims and those left behind. There are many in our country who suffered the same consequences because of Luis Posada Carriles, widows with small children, everyone.”

Ana Lucía Rodríguez, 60, is the widow of Wilfredo Pérez Pérez, the captain of Cubana Airlines flight 455. She and her three children lost their husband and father on Oct. 6, 1976. On that fateful day, Pérez guided the passenger plane into the air, on a flight from Barbados to Cuba.

The plane carried 73 people: 57 Cubans, 11 Guyanese and five North Koreans. Six minutes later two bombs exploded on the plane. The final moments of sheer terror that filled the plane live on in the voice box recording, as the pilots valiantly struggled against the inevitable. All 73 people on board died.

Neither the passengers nor the crew could know that their lives would be cut short by the brutal, cowardly, fascist act orchestrated by two terrorists on the CIA’s payroll, Luis Posada Carriles and Orlando Bosch.

Newly declassified FBI and CIA documents prove what was known for decades: Posada was central to the planning and execution of the Cubana explosion and massacre, known in Cuba as the Barbados crime.

His accomplice was Orlando Bosch. Bosch now lives in Miami, thanks to George H.W. Bush’s 1990 intervention.

Now, Luis Posada Carriles is expecting the same favor from Bush Junior. In late March, Posada secretly entered Miami to seek “asylum.” He undoubtedly received assistance in entering the United States.

U.S. police agencies, from Homeland Security to the FBI, feign ignorance about his whereabouts in southern Florida. Bureau spokeswoman Judith Orihuela said on April 25, “If he is here illegally, it’s not something the FBI would have jurisdiction on.”

Dubai, one of the seven emirates of the Federation of the United Arab Emirates, North-East of Abi-Dhabi. This city, population 350,000, was the backdrop of a secret meeting between Osama bin Laden and the local CIA agent in July. A partner of the administration of the American Hospital in Dubai claims that public enemy number one stayed at this hospital between the 4th and 14th of July.

Having taken off from the Quetta airport in Pakistan, bin Laden was transferred to the hospital upon his arrival at Dubai airport. He was accompanied by his personal physician and faithful lieutenant, who could be Ayman al-Zawahari--but on this sources are not entirely certain--, four bodyguards, as well as a male Algerian nurse, and admitted to the American Hospital, a glass and marble building situated between the Al-Garhoud and Al-Maktoum bridges.

Each floor of the hospital has two "VIP" suites and fifteen rooms. The Saudi billionnaire was admitted to the well-respected urology department run by Teerry Callaway, gallstone and infertility specialist. Dr Callaway declined to respond to our questions despite several phone calls.

As early as March, 2000, 'Asia Week,' published in Hong Kong, expressed concern for bin Laden's health, describing a serious medical problem that could put his life in danger because of "a kidney infection that is propagating itself to the liver and requires specialized treatment". According to authorized sources, bin Laden had mobile dialysis equipment shipped to his hideout in Kandahar in the first part of 2000. According to our sources, bin Laden's "travels for health reasons" have taken place before. Between 1996 and 1998, bin Laden made several trips to Dubai on business.

On September 27th, 15 days after the World Trade Center attacks, at the request of the United States, the Central Bank of the Arab Emirates announced an order to freeze assts and investments of 26 people or organisations suspected of mainting contact with bin Laden's organization, and in particular at the Dubai Islamic Bank.

"Relations between the Emirate and Saudi Arabia have always been very close," according to sources, "princes of reigning families, having recognized the Taliban regime, often travelled to Afghanistan. One of the princes of a ruling family regularily went hunting on the land of bin Laden, whom he had known and visited for many years."

There are daily flights between Dubai and Quetta by both Pakistan and Emirates Airlines. As to private planes from Saudi Arabia or from the Emirates, they regulariy fly to Quetta, where their arrival is rarely registered in airport logs.

While he was hospitalised, bin Laden received visits from many members of his family as well as prominent Saudis and Emiratis. During the hospital stay, the local CIA agent, known to many in Dubai, was seen taking the main elevator of the hospital to go to bin Laden's hospital room.

A few days later, the CIA man bragged to a few friends about having visited bin Laden. Authorised sources say that on July 15th, the day after bin Laden returned to Quetta, the CIA agent was called back to headquarters.

Once created, death squads operated under their own colorful names -- an Eye for an Eye, the Secret Anticommunist Army, the White Hand -- yet were essentially appendages of the very intelligence systems that Washington either helped create or fortified. As in Vietnam, care was taken to make sure that paramilitaries appeared to be unaffiliated with regular forces. To allow for a plausible degree of deniability, the "elimination of the [enemy] agents must be achieved quickly and decisively" -- instructs a classic 1964 textbook Counter-Insurgency Warfare -- "by an organization that must in no way be confused with the counterinsurgent personnel working to win the support of the population." But in Central America, by the end of the 1960s, the bodies were piling so high that even State Department embassy officials, often kept out of the loop on what their counterparts in the CIA and the Pentagon were up to, had to admit to the obvious links between U.S.-backed intelligence services and the death squads.

Washington, of course, publicly denied its support for paramilitarism, but the practice of political disappearances took a great leap forward in Guatemala in 1966 with the birth of a death squad created, and directly supervised, by U.S. security advisors. Throughout the first two months of 1966, a combined black-ops unit made up of police and military officers working under the name "Operation Clean-Up" -- a term U.S. counterinsurgents would recycle elsewhere in Latin America -- carried out a number of extrajudicial executions.

Between March 3 and March 5 of that year, the unit netted its largest catch. More than 30 leftists were captured, interrogated, tortured and executed. Their bodies were then placed in sacks and dropped into the Pacific Ocean from U.S.-supplied helicopters. Despite pleas from Guatemala's archbishop and more than 500 petitions of habeas corpus filed by relatives, the Guatemalan government and the American Embassy remained silent on the fate of the executed.

Over the next two and a half decades, U.S.-funded and -trained Central American security forces would disappear tens of thousands of citizens and execute hundreds of thousands more. When supporters of the "War on Terror" advocated the exercise of the "Salvador Option," it was this slaughter they were talking about.

Following U.S.-backed coups in Brazil, Uruguay, Chile and Argentina, death squads not only became institutionalized in South America, they became transnational. Throughout the late 1970s and 1980s, the CIA supported Operation Condor -- an intelligence consortium established by Chilean dictator Gen. Augusto Pinochet that synchronized the activities of many of the continent's security agencies and orchestrated an international campaign of terror and murder.

According to Washington's ambassador to Paraguay, the heads of these agencies kept "in touch with one another through a U.S. communications installation in the Panama Canal Zone which covers all of Latin America." This allowed them to "co-ordinate intelligence information among the southern cone countries." Just this month, Pinochet's security chief Gen. Manuel Contreras, who is serving a 240-year prison term in Chile for a wide range of human rights violations, gave a TV interview in which he confirmed that the CIA's then-deputy director, Gen. Vernon Walters (who served under director George H.W. Bush), was fully informed of the "international activities" of Condor.

Texas Congressman Charlie Wilson, who worked closely with the anti-Soviet insurgency (inspiring the 2007 Tom Hanks film "Charlie Wilson's War"), once called Haqqani "goodness personified."

In the 1980s, Haqqani quickly established himself as one of the preeminent field commanders. "He could kill Russians like you wouldn't believe," says one US intelligence officer who knew him at the time. The Central Intelligence Agency forged close links with him, and through the Pakistani Inter-Services Intelligence (ISI) agency funneled large amounts of weapons and cash his way.

Unlike many commanders, Haqqani was often in the line of fire himself and would at times retreat to Saudi Arabia to convalesce from his wounds. It is believed that his trips to the Gulf helped him forge close links with Arab militants, and he became one of the first Afghan commanders to host foreign fighters. His ties with Arab fighters and Al Qaeda continue to this day, say US and Afghan military officials.

Although he joined the Taliban government in the mid-1990s, Haqqani was never formally part of the Taliban movement. "The Taliban wanted to create an Islamic emirate, but Haqqani favored an Islamic republic," claims Maulavi Saadullah, who was a close friend at the time.

"During those years, [Haqqani's son] Siraj used to complain to me about how heavy-handed and dogmatic the Taliban were in their interpretation of Islam," recalls Waheed Muzjda, an Afghan-based policy analyst who knew the family.

Still, the Taliban saw Haqqani's usefulness as a commander and enlisted him in the fight against the Northern Alliance. On the eve of the American invasion in October 2001, Haqqani was named the head commander for all of the Taliban forces.

But for a few months after the US-led coalition invaded Afghanistan, Haqqani was on the fence as to whether to join the new Afghan government or fight against it, according to those who knew him at the time. A series of American bombing raids killed members of Haqqani's family, and he disappeared across the Pakistani border, telling friends that "the Americans won't let me live in peace," according to Mr. Saadullah. American officials, however, countered that he was abetting Al Qaeda fighters in their escape from Afghanistan into Pakistan and was not a neutral figure.

During the early years of the current Afghan war, Haqqani was merely one Taliban commander among many. But his close ties with Pakistan's ISI and Arab militants enabled him to raise funds and build training camps. Soon he was able to fight independently against the Americans, without help from the Taliban leadership. By 2007 his network had emerged as a distinct insurgent group.

Haqqani's son Sirajuddin has now taken the reins of the organization, according to intelligence officials. The younger Haqqani has proved more dynamic than his father, expanding the network greatly in the last few years. "He is not content with his father's methods," says one US intelligence officer, who spoke on the condition of anonymity. "He's a lot more worldly than his father."

Sirajuddin took credit for planning the assassination attempt on the Afghan president in a rare interview with NBC News in July 2008.

The father has been reported to be dead, ailing, or incapacitated in some way. He last appeared in a March 2008 propaganda video of another insurgent attack.

Unlike most of the Afghan Taliban, the Haqqani network often works closely with foreign militant groups. For instance, the Islamic Jihad Union, an Uzbek militant group, reportedly has ties to the Haqqanis. The IJU brings militants from as far afield as Turkey to conduct attacks in Afghanistan. They are also allegedly behind plots to attack targets in Europe.

The Haqqani network also works more closely with the Pakistani Taliban than other Afghan insurgent groups. (See accompanying story, right.)

The Haqqanis pioneered the use of suicide attacks in Afghanistan, an import from Al Qaeda in Iraq. Haqqani attacks are more likely to use foreign bombers, whereas Afghan Taliban attacks tend to rely on locals. The suicide attacks are an innovation of Sirajuddin's, according to US intelligence officials.

In addition to suicide attacks, the Haqqanis are known for their well-orchestrated attacks. US intelligence officials and Haqqani insiders say that this is largely a result of close cooperation with the Pakistani ISI – something Pakistani officials have denied.

Every major attack "is planned in detail with the ISI in camps in Waziristan," says one former Haqqani commander, who declined to be named for fear of retribution. Officials say the Haqqanis use money from Al Qaeda-linked sources, and also possibly from timber smuggling, to finance their operations.

"The majority of Haqqani fighters are young," says the former Haqqani commander, "and their fathers had fought for Haqqani during the Russian jihad." Many joined after the Afghan government and the Americans failed to live up to their promises, he adds.

Here in Paktia Province, the Haqqani network is so extensive that some subcommanders have emerged as nearly distinct threats in their own right. For instance, longtime commander Saif Rahman Mansour, who had been fighting under Haqqani's banner, has been operating more independently of late, Afghan government officials say.
